and the Court having duly opened, the following proceedings were had:
N0, 15587 TRANSFER OF $173.20 FROM GENERAL FUND TO JUVENILE SERVICES FUND
On this the 1st day of August 1984, upon motion made by Commissioner Higgins, seconded by
Commissioner Holland, the Court unanimously approved that the County Clerk and County Treasure;
be authorized to transfer the sum of $173.20 from the General Fund to the Juvenile Services
Fund temporarily, and upon receipt of Grant Funds that the sum of $173.20 be transferred back
to the General Fund.

N0. 15588 APPROVAL OF APPLICATION OF DOROTHY H. HILBURN, COUNTY TREASURER, FOR APPOINTMENT
OF SANDRA ELLIOTT AS AN ASSISTANT IN THE COUNTY TREASURER'S OFFICE
On this the 1st day of August 1984, upon motion made by Commissioner Holland, seconded
by Commissioner Guthrie, the Court unanimously approved the employment of Sandra Elliott as
an Assistant in the County Treasurer's Office, on a half-time basis and that her salary be
fixed at $425.00 per month, effective as of July 25th, 1984, payable out of the General Fund.

N0. 15589 ORDER AUTHORIZING REFUND TO SILVER HILLS ROAD FUND IN THE AMOUNT OF $2,125.00
On this the 1st day of August 1984, upon motion made by Commissioner Higgins, seconded
by Commissioner Guthrie, with Commissioners Higgins, Lich and Guthrie and Judge Morriss voting
"AYE" and Commissioner Holland "ABSTAINING FROM VOTING", said motion carrying by a majority
vote, that the Auditor and Treasurer be authorized to refund the amount of $2,125.00, which
had been received by the County Treasurer on June 13th, 1984 from G. H. Garver for the Silver
Hills Road Fund, for donations for paving in Commissioner's Precinct No. Two. (Receipt No.
0001338)
The above amount is to be refunded out of the General Road and Bridge Fund, payable to
Silver Hills Road Fund.

N0. 15590 APPROVAL OF PARTIAL PAYMENT TO JESSE FERNANDEZ AND ASSOCIATES FOR ARCHITECTURAL
SERVICES FOR THE KERR COUNTY COURTHOUSE BUILDING, ANNEX & JAIL EXPANSION
On this the 1st day of August 1984, upon motion made by Commissioner Guthrie, seconded
by Commissioner Lich, the Court unanimously approved a partial payment to JESSE FERNANDEZ AND
ASSOCIATES for architectural services for the Kerr County Courthouse Building, Annex and Jail
Expansion, in the amount of $1,000.00 pursuant to agreement dated May 14th, 1984, Order No. i
15496. '~
It is ordered by the Court that the County Treasurer and County Auditor be authorized to
draw a voucher on the Revenue Sharing Trust Fund in the amount of $1,000.00, payable to JESSE
FERNANDEZ AND ASSOCIATES for the architectural services.

-" On this the 1st day of August 1984, came on to be considered by the Court, the various
claims and accounts against Kerr County, which claims and accounts were approved for payment
by the Auditor and Treasurer, payable out of the General Fund and Road and Bridge Prec. 4 Fund.,

N0, 15592 EMPLOYMENT OF DELOITTE HASKINS & SELLS TO AUDIT KERR COUNTY RECORDS FOR THE
FISCAL YEAR ENDING SEPTEMBER 30th, 1984
On this the 1st day of August 1984, upon motion made by Commissioner Holland, seconded
by Commissioner Higgins, it was unanimously approved by the Court that the firm of DELOITTE
HASKINS & SELLS be employed to audit the records of the County and Precinct Officials of
Kerr County and make recommendations, for the fiscal year beginning October 1st, 1983 and
ending September 30th, 1984.

TO THE HONORABLE COMMISSIONER'S COURT OF KERR COUNTY, TEXAS:
WHEREAS, the Honorable Don Williamson, County Auditor of Kerr County, Texas, has
certified to the undersigned District Judges of Kerr County, Texas, his appointment, pursuant',
to Article 1650, V.A,C.S „ as amended, of Kim Herrera as Assistant County Auditor, to serve ~
at an annual salary of $10,200.00 and to be authorized to act for the County Auditor during
I,~ his absence or unavoidable detention with respect to such duties as are required by law of
the County Auditor, such certification of appointment being attached hereto; and
WHEREAS, the undersigned District Judges having carefully considered the County Auditoz'g,

' application for approval of the foregoing appointment and having made all necessary inquiries,
concerning the qualifications of the said Kim Herrera to serve as Assistant County Auditor,
and the reasonableness of the salary requested, ~~'

signed District Judges do hereby certify that Kim Herrera shall serve as Assistant County
Auditor at an annual salary of $10,200.00, upon taking the official oath of office and giving
