APPROVAL OF REQUEST OF WILLIAM P. BROWN, LANDOWNER, FOR
WAIVER OF UPPER GUADALUPE RIVER AUTHORITY DECISION
On this the 11th day of June 1984, came on to be considered
by the Court the matter of the request by William P. Brown,
Landowner, for waiver of the Upper Guadalupe River Authority
decision, denying an application for a construction permit
for rebuilding of a home which burned in September of 1983
in a designated floodplain of the Guadalupe River near Camp
Waltonia.
Motion was made by Commissioner Guthrie, seconded by Commis-
sioner Holland and unanimously approved by the Court, granting
a variance to William P. Brown, permitting construction in
the floodway, pursuant to provisions as set out in Part 7
of the Regulations for Floodplain Management, Kerr County,
Texas.
(Foundation to be raised 3 feet and home to be built in
previous location).

Re: Variance for construction/rebuilding
of house which was destroyed by fire.
Dear Mr. Guthrie:
As per our conversation on the telephone, I am enclosing
a set of plans for the rebuilding of our place, which
burned in September of 1983. We were not aware of any
problem in rebuilding until the Upper Guadalupe River
Authority denied our application to build and advised
us to seek a variance. Our construction would not in-
crease flood heights since we are only building on the
same site as our previous home, which was insured.
I would also like to point out that we are approximately
three (3) feet higher in elevation than Mrs. W.P. Brown, Jr.,
whom you granted a variance. We intend to elevate the
house three more feet and can go up two more feet with
the plan enclosed. It should be further pointed out that
in the flood of 1978 the previous house had only 2 foot
of water, and it was from Bumble Bee Creek, not the
Guadalupe.
I hope you will allow us to replace our home and will
be glad to attend the meeting on June 11, 1984.
