WHF.RP.~3, Counties in Texas carry the responsibility for over 163,28 miles of
the state's public roadwayst and.
WHEREAS, 80! of these roadways are unpaved and require c~stant maintenancef
and,
WHEREAS, 6.940 bsldgea maintained by oounties and cities in Texas are
designated as structurally deficient by federal inspection atandardsJ and,
WAEREA3, another 4,67 county and municipal bridges are classified as luncticn-
aliy obaoletet and
WHEREAS, proposals calling for a special session of the Texas Legislature to
ccmaider additional tunding for Texas' roads tali short o! providing
assistance to oountles in maintaining county roads and bridges and,
WHEREAS, Texas Counties cannot continue to seek resolution for this problem
through demands ~ the limited property tax baser and

R.E: County Support of the Proposed One Cent Fuel Tax
for Ccunty Roads
As I am sure you know, the County Judges and Commissioner`s
J.egisl.ative Committee adopted a position early last month
s::prorting a request to the Legislzture that it •:or_sider levc iav
a ane cent fuel tsx for constructicr. and maintenance of county
roads and bridges. TAC President Giles Dalby contacted eECh
Texas county shortly thereafter to request that commissioner's
courts consider endorsing this proposal and adopting a resolu-
tion to that effect to be transmitted to state officials.
We are today attempting to check the status of the support for
this issue. We are still anticipating a special legislative
session in June and the possibility of this issue being included
in the call. To aid us in preparing for this legislative effort,
we need a clear accounting of the position of all counties on
the proposed one cent fuel tax.
If your court has a position on this issue, could you indicate
it on the bottom of this memo and return it to our offices for
inclusion in our records. If your court has not discussed this
matter, a sample resolution is attached for your consideration.

MARCH, 1964
WHEREAS, Counties in Texas carry the responsibility for over 163,428 miles of
the state's public roadways; and,
WHEREAS, 808 of these roadways are unpaved and require constant maintenance;
and,
WHEREAS, 6,940 bridges maintained by counties and cities in Texas are
designated as structurally deficient by federal inspection standards; and,
WHEREAS, another 4,674 county and municipal bridges are classified as function-
ally obsolete; and
WHEREAS, proposals calling for a special session of the Texas Legislature to
consider additional funding for Texas' roads fall short of providing
assistance to counties in maintaining county roads attd bridges; and,
WHEREAS, Texas Counties cannot continue to seek resolution for this problem
through demands on the limited property tax base; and
WHEREAS, prudent .public policy dictates that-planning and decision-making in
this regard incorporate the needs of the entire statewide
transportation network, whether it fall within the jurisdiction
of the state highway department or the county or the city] and,
WHEREAS, it is the belief of this County Commissioner's Court that State
revenue should be directed toward the construction and maintenance of all
roads and bridges in Texas, not just the interstate system and state
highways;
THEREFORE, BE IT RESOLVED, that the Governor and the Texas Legislature
recogaiae that counties cannot continue to depend on the limited property
tax base to resolve this most pressing problem; and
SE IT FURTHER RESOLVED, that the Texas Legislature meeting in special session
adopt a 1 cent fuel tax for county roads; and,
THEREFORE, The County Commissioner's Court of County requests that
the Legislature adopt and the Governor sign legislation to provide funding
for the maintenance and construction of county roads along with state
highways.
