(e) Any person who on or after January 1, 1986 is a TCDRS member and who shall
have accumulated at least ten (10) years of credited service with this and
other participating subdivisions which have adopted ten (10) year vesting,
shall have the right, despite withdrawal from service prior to attainment of
age sixty (60), to remain a member and to retire at or after age sixty (60) condi-
tinned that he lives to date of retirement and that he shall not have withdrawn,
his accumulated deposits with the System.
The above order being read, it was moved and seconded that the same do pass and be
adopted. Thereupon, the Question being called for, the following members voted Aye: Judge
Morriss, Commissioner Holland, Commissioner Hi ins, Commissioner Lich, and Commissioner
Guthrie; and the following voted No: None.

On this the 8th day of October 1985, upon motion made by Commissioner Holland, seconded
by Commissioner Higgins, the Court unanimously approved a partial payment to RAY ASSOCIATES,
INC., for professional services rendered to Kerr County on Personnel Management, for the period
August 20, 1985 through September 19th, 1985, in partial fulfillment of letter contract dated
July 8th, 1985, in the amount of $13,193.29, payable out of the General Fund.
It is ordered by the Court that the County Treasurer and County Auditor be authorized to
draw a voucher in the above amount, payable to RAY ASSOCIATES, INC. for the services rendered
through September 19th, 1985.

COUNTY OF KERR
WHEREAS, over the past two decades increases in population and use of water in the State

of Texas, and the lack of expansion of, and in some areas decreases in water supplies are
presenting a growing problem in all regions of the state; and,

WHEREAS, an adequate and clean water supply has been a key ingredient in making Texas a
good place to live and work and in providing a strong, growing and varied economy; and
WHEREAS, the diminishing participation of the federal government in funding water
programs, coupled with the state's declining revenue has created a severe strain on the
ability of the state, through its current water funding program, to address this complex
problem with our water resources; and,
WHEREAS, a plentiful supply of water distributed economically to all areas of the state
will be an ever-increasing priority for all levels of government in the future; therefore,
BE IT RESOLVED, that the Commissioners Court of Kerr County endorses the proposed State
Water Plan adopted by the 69th Texas Legislature as a urgent and necessary step toward a
permanent solution to this threatening crisis; and,
BE IT FURTHER RESOLVED, that the Court urges the Citizens of Texas to lend their support
to this effort by going to the polls on November 5, 1985 and voting in favor of Proposed
Constitutional Amendments #1 and #2.
BE IT SO ORDERED.
