On this the 20th day of June 1985, upon motion made by Commissioner Higgins, seconded
by Commissioner Holland, the Court unanimously approved a contract between the City of
Kerrville and Kerr County and Blackwell & Associates, Inc., for Engineering Services for the
Airport Runway Extension at Louis Schreiner Field.
It is further ordered by the Court that the County Judge be authorized to execute said
contract on behalf of Kerr County and in concurrence with the City of Kerrville.

On this the 20th day of June 1985, upon motion made by Commissioner Holland, seconded
by Commissioner Guthrie, the Court unanimously approved that the County Judge be authorized to
advertise for bids for the new County Court-at-Law Courtroom and Offices and modification of
the existing Tax Assessor-Collector's Office.

SEALED PROPOSALS will be received by the Administrative Assistant to the Kerr County Commis-
sioners' Court, Bi11 Baskette, Jr., until 4:00 o'clock P. M., Monday, July 8th, 1985, for a
contract proposed to be let by Kerr County for the new County Court-at-Law Courtroom and
offices and modification of the existing Tax Assessor-Collector's Office, at which time all
proposals received will be publicly opened and read aloud and referred to the County Auditor
for tabulation, checking and evaluation.
Final award of a contract is proposed to be made on the 25th day of July 1985, by the Commis-
sioners' Court convened at its regular meeting place in the Kerr County Courthouse, at a meet-i
ing scheduled to begin at 10:00 o'clock A. M. ',
PLANS AND SPECIFICATIONS may be examined without charge at the office of the County Judge, at
the office of Schubert & Williams, Inc., the Architect, 115 Camaron, Suite 200, San Antonio,
Texas 78205 and in the plan rooms of San Antonio Builders Exchange, F. W. Dodge Corporation
and the Associated General Contractors, San Antonio, Texas.
Each complete set of Drawings, Specifications and contract Documents may be obtained from the
office of Schubert & 4illiams, Inc., or the Kerr County Judge's office at the Kerr County
Courthouse, Kerrville, Texas, upon payment of a deposit of Fifty dollars ($50.00) as a
guarantee of the safe return of the Drawings, Specifications and Contract Documents. All
drawings and Specifications are the property of the Architect and must be returned to the place
where obtained for return of the deposit.
Each proposal must be accompanied by a bid bond, cashier's check or certified check for 5~ of
the amount of the proposal, made payable unconditionally to the Kerr County Treasurer and

satisfactory to the Court, as required by Article 5160, V.A.T.C.S. and Article 5159a, V.A,T.C.S.~
requiring that not less khan the general prevailing rates of per diem wages for work of

similar character in the locality where the work is performed shall be paid all laborers,
workmen and mechanics in the construction of public works. !!
ATTENTION OF BIDDERS is particularly called to the requirements as to conditions of employ-
ment to be observed and minimum wage rates to be paid under the contract.
Bid bonds will be returned upon awarding of the bid and contract execution. No bid may be
withdrawn for 30 days after the time set for receipt of the proposals. The bidders will
notify their suppliers and subcontractors that this project is exempt from all City and State,;
sales taxes.

BIDDERS are expected to inspect the site of the work and to inform themselves of all local
conditions, and carefully examine the plans, specifications and other documents. Should a
bidder find discrepancies in, or omissions from, the plans, specifications or other documents
or should he question their meaning, he should at once notify the Engineer and obtain clarifir~'
cation prior to submitting any bid.
In case of ambiguity or lack of clarity in stating the contract price, the County reserves
the right to consider the most advantageous construction thereof.
In addition, the Commissioners' Court of Kerr County, Texas, reserves the right to waive any

informality in or to reject any and all bids.

NO. 16137 ORDER NOMINATING CANDIDATE TO FILL VACANCY ON THE BOARD OF DIRECTORS OF THE KERR
CENTRAL APPRAISAL DISTRICT
On this the 20th day of June 1985, came on to be heard and considered by the Court the '
matter of a nomination to be made for the purpose of filling a vacancy on the Board of
Directors of the Kerr Central Appraisal District as created pursuant to the provisions of
Senate Bill 621, 66th Legislature, Regular Session; and it appearing to the Court that Kerr
County is entitled to make a nomination to fill said vacancy which will be filled by the
Board pursuant to applicable provisions of said Senate Bill No. 621, it is ordered on motion
by Commissioner Higgins, seconded by Commissioner Guthrie, with Commissioners Higgins, Lich
and Guthrie and County Judge Morriss voting "AYE" and Commissioner Holland "ABSTAINING FROM
VOTING", said motion carrying by a majority vote, approving that CHARLES H. MOSTY, a qualified
citizen of Kerr County, whose mail address is Rt. 1, Box 649, Center Point, TX 78010, be
nominated by Kerr County as a candidate to be considered by the Board of Directors of the
said Kerr Central Appraisal District when voting to fill the vacancy.

On this the 20th day of June 1985, upon motion made by Commissioner Guthrie, seconded
by Commissioner Holland, the Court unanimously approved a REPEAT FOR BRANDTWOOD, located in
Kerr County Commissioner's Precinct No. Four, with no variances, and that all improvements
