ADVERTISEMENT FOR BIDS Project Number FAA 3-48-0121-02 City of Kerrville/Kerr County Owner Sealed bids for one unit price contract for Extension of Runwa 12/30 with Taxiway, Medium Intensity Runway Lights, Fencing and Relocation of Airport Road will be received by the Cit,~ of Kerrv ille and Kerr County at the office of the City Clerk until 3:00 p.m'- CDST, Monda,~ September 16i 1985 and then at said office public opened and read aloud. Plan Payment is refundable for plans returned by bidders in acceptable condition within seven days of bid date. There will be an additional $5.00 charge for mailing copies which is non-refundable. The Owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Attention of bidders is called to the following notices: 1. The proposed contract is under and subject to Execu- tive Order 11246 of September 24, 1965, and to the Equal Opportunity Clause. 2. The Bidder (Proposer) must supply all the information required by the bid or proposal form. 3. The successful bidder will be required to submit a Certification of Non-Segregated Facilities prior to award of the contract, and to notify prospective A-1 subcontractors of the requirement for such a Certifi- cations where the subcontract exceeds $10.000. Sam- pies of the Certification and the Notice to Subcon- tractors appear in the specifications. 4. All bidders and proposers assure they wilt make sufficient reasonable efforts to meet the Minority Business Enterprise goals as established for this prime contract. The MBE goal is 5 to B percent of the dollar value of this contract. After opening of bids, the apparent successful bidder will be required to submit the names and addresses of MBE firms that wi]1 participate in the contract along with a description of the work and dollar amount for each firm. If the responses do not clearly show MBE participation will meet the goals above, the apparent successful bidder must clearly demonstrate, to the satisfaction of the airport sponsor, that a good faith effort has in fact been made and that meeting said goals is not reasonably possible. If any apparent low bidder cannot do so, the contract may, at the option of tine airport sponsor, be awarded to the next low bidder to meet these requirements. 5. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities. The Offerer's of Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specifications" set forth herein. 7. THe hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade, and the contractor shall make a good contract, and in each trade, and the contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from i contractor to contractor or from project to project, for the sole purpose of meeting the contractor's goals, shall be a violation of the contract, the executive order. and the regulations in 41 CFR Part 60-4. Compliance with the goals will be measured against the total work hours performed. ~,~ 8. The contractor shall provide written notification to the Director, OFCCP, within 10 working days of award of any construction sub-contract in excess of $10,000 at any tier for construction work, under the contract resulting from this solicitation. TNe notification shalt list the name, address, and telephone number of the sub-contractor; employee identification number; estimated dollar amount of the sub-contract; estimated starting and completion dates of the subcontract; and the geographical area in which the contract is to be performed. 9. As used in this notice and in the contract resulting from this solicitation, the "covered area" is nationwide. 10. Poli_c,Y It is the policy of the Department of Transportation (D07) that minority business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. 11. A contractor having 50 or more employees, and his subcontractors having 50 or more employees, and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within 120 days of the commencement of the contract.
