SCOPE OF SERVICES Blackwell & Associates, Inc. proposes to provide the engineering services for design, planning and construction observation services for improvements and developments at Lewis Schreiner Field Airport and include the following scope of services: A. Attend meetings with the City and FAA officials to clearly define the improvements to be made. B. Provide field surveys for design of the improvements. C. Coordinate with the City and FAA on the design of the improvements. D. Prepare detailed plans and contract documents for the improvements. •- E. Prepare construction cost estimate and submit construction plans and documents for review by City and FAA. F. Upon approval of construction plans, provide construction staking as required to construct the improvements. 6. Provide construction phase services to include review of shop drawings, -- material submittals and pay estimates; make periodic on-site observations of the construction to. determine in general if the. work is proceeding in accordance with the contract documents; and conduct an inspection to determine if the project is completed. H. Revise the construction plans as required to show the project plan of record as constructed. I. During the design and construction phases, provide a monthly report on the work completed and consult with the City and FAA as required. QUALIFICATIONS AND EXPERIENCE Blackwell & Associates, Inc. is a Dallas-based civil engineering firm - that provides engineering, surveying and planning services to governmental agencies and private sector clients. The personnel of Blackwell & Associates, Inc. have extensive experience in airport planning the design of various airport improvements for municipalities. The projects described in the following paragraphs are representative of those for which the firm's personnel have provided engineering design and project management services. The selected projects include the design of new facil- ities, improvements to existing facilities, and the rehabilitation of deterio- rated facilities. City of Tyler - Airport Master Plan and Airport Property Expansion Prepared airport master plan that included facility requirements for _ commercial aircraft and private aircraft. Recommended requirements for twenty-year plan including runways, taxiways, lighting facilities, and navi- gational aids. Provided surveys and plats required for right-of-way acquisi- tion for fee title and for air space easements for runway extensions and safety lighting facilities. City of Tyler - Apron Extension and Runway Improvements Provided engineering design for two apron extensions and for runway extension, and prepared construction plans and specifications. Apron exten- Sion included approximately 5,000 s.y. of concrete pavement, relocation of underground lighting cables, and drainage facilities. Runway improvements included overlaying a 5,100-ft. existing runway, a 2,100-ft. runway extension, approximately 5,000-ft. of taxiway, and the installation of medium intensity runway and taxiway lighting for the improvements. The construction cost of these improvements was $2.3 million. Construction observation was also provided for the project. Limestone County - Airport Master Plan and Airport Improvements Developed criteria for new airport and prepared master plan for its development. Proposed facilities included 3,500-ft. runway with provisions -' for future extension, runway lighting, access road, parking apron, and safety features. Prepared right-of-way maps and field notes for acquisition. Designed runway, parking apron, runway lights, and safety facilities for airport and prepared plans and specifications. Provided periodic construction observation °' during construction phase. - City of Mesquite - Airport Master Plan Prepared master plan for the expansion of services at Hudson Municipal Airport. The facility, which served 97 small, privately-owned aircraft, was authorized by the Federal Aviation Administration (FAA) to operate as a general aviation facility. The master plan developed a program for phased development to upgrade the airport to a basic transport status. Studies were made of projected air traffic loads in the area, and the capacity of present runway and support facilities were analyzed. The master plan established criteria for a facility capable of handling additional general aviation traffic, while adding business jet and light freight service for -- the airport. City of Cleburne - Airport Master Plan Prepared airport master plan including projections of aircraft usage, requirements for hangars, aircraft parking, runway lengths and location, access roads, land use, and aircraft noise study. Additional services included preparation of airport zoning map, plans for relocation of county road, and advisors to airport board. City of Cleburne - Runway and Taxiway Improvements, Runway Lighting Provided engineering design for new runway 100 ft. wide by 5,000 ft. in length with provisions for future expansion to 150 ft. wide by 6,000 ft. in -` length. The existing runway was converted to a taxiway and extended. Prepared plans and specifications for runway overlay. Assisted City of Cleburne in obtaining grant from Texas Aeronautics Commission. Also prepared plans and specifications for medium intensity lights, new beacon, and wind- cone. Provided periodic construction observation for all improvements during construction phase. °- City of Richardson - Renner Road Improvements Project included route alignment investigation for Renner Road from Los Rios to North Star and for North Star from city limit to city limit, coordi- ,_ Hated with the cities of Plano and Garland. Provided engineering design services and final plans and specifications for six-lane divided thoroughfare that included paving, drainage, and a 20-inch water line. Right-of-way surveying and preparation of field note descriptions also included. Esti- mated construction cost $1,300,000. City of Desoto - Preliminary Engineering Study of Proposed Polk Street Bridges, Design of Phase I Presented report with results of preliminary engineering investigation of proposed bridge structures on Polk Street at Ten Mile Creek and on a tribu- tary of the creek south of Cottonwood Drive. Proposed bridges were two pre- stressed concrete structures, each bridge being 400-ft. in length and consis- ting of two 50-ft. spans and five 60-ft. spans. Provided engineering design for Phase I which included multiple box culvert across Polk Street, street alignment, preparation of right-of-way field notes, design of pavement grades, and field surveys. Estimated construction cost for total project $1,600,000. City of Arlington - Collins Street Designed a 4,000-ft. section of Collins Street to provide two 25-ft. ._ lanes expandable to two 37-ft. lanes with a median. The designed improvements replaced an existing county road section. Engineering services included `- pavement and drainage design, field surveys, right-of-way surveys, and acquisi- tion plats. W. R.
