Commissioner Precinct 4 and the Court having duly opened, the following proceedings were had: NO. 16805 FAIR HOUSING ACTIVITIES RESOLUTION WHEREAS, Kerr County presently participates in a Housing Finance Corporation that makes provision for setting aside a number of units for lower income individuals and families whenever the county participates in a housing Finance Bond Issue and; iVHEREAS, the county will favorably consider housing projects which have an ethnic mix through the use of housing programs which are available to private developers, and; WHEREAS, the County does comply with all laws related to Fair Housing, let if be known: That the Commissioners' Court directs and designates the County Judge as the County's Chief Executive Officer and Authorized Representative to act in all matters in connection with the County's participation in Fair Housing Activities PASSED and APPROVED this the 26 day of August, 1986. /s/ Gordon S. MORRISS County Judge Kerr County, Texas (Motion made by Commissioner Holland, seconded by Commissioner Lich, and unanimously approved by the Court.) o-o-o-o-o-o-o-o-o-o NO. 16806 R E S O L U T I O N A RESOLUTION OF THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS, AUTHORIZING THE SUB- MISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS FOR THE COMMUNITY DEVELOPMENT PROJECT FUND; AND AUTHORIZING THE COUNTY JUDGE TO ACT AS THE COUNTY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE COUNTY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM. WHEREAS, the Commissioners' Court of Kerr County desires to develop a viable community, including decent roads and a suitable living environment and expanding economic opportunities, principally for persons of low/moderate income; and WHEREAS, certain conditions exist which represent a threat to the public health and safety; and WHEREAS, it is necessary and in the best interests of Kerr County to apply for funding under the 1986 Texas Community Development Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS: 1. That a Texas Community Development Program Application for community development project funding is hereby authorized to be filed on the behalf of the County with the Texas Department of Community Affairs. 2. That the County's Application be placed in competition for funding under the Community Development Project Fund. 3. That the Application be for $300,000.00 of Grant Funds to carry out STREET WIDENING AND PAVING. 4. That the Kerrville Independent School District has committed to $40,000.00 for the construction of a sidewalk in the Project Area. 5. That the Texas State Highway Department has committed $30,000.00 toward construction of a right turn lane off State Highway 16 to Ranchero Road at the east end of the project area. ~s~~ 6. MORRISS County Judge Kerr County, Texas o-o-o-o-o-o-o-o-o-o N0. 16807 ORDER PROPOSING TAX INCREASE FOR IMPLEMENTING INDIGENT HEALTH CARE AND TREATMENT ACT AND AUTHORIZING PUBLICATION OF NOTICE OF TIME AND PLACE FOR PUBLIC HEARING ON TAX INCREASE AND FOR PUBLIC HEARING ON PROPOSED OPERATING BUDGET (1986-1987) FOR KERR COUNTY On this the 26th day of August 1986, came on to be heard and considered by the Court the necessity to increase total tax revenues from properties on the tax roll in Kerr County in 1986 by .0745 of the effective tax rate as calculated by the Kerr County Tax Assessor- Collector, pursuant to Sec. 26.04(e)(3) of the State Property Tax Code, which proposed ~ increase will be used to pay for services required by the Texas Legislature in the Indigent i Health Care and Treatment Act to be implemented September 1, 1986; and it appearing to the Court that such increase is necessary to meet the essential fiscal requirements for the "~ efficient operation of the Kerr County government for the fiscal year 1986-1987, it is i ordered that the Commissioners' Court of Kerr County propose to increase the 1986 tax levy of Kerr County by .0745 of the calculated effective tax rate for county ad valorem purposes and j for FM and lateral road purposes, which increase would provide budgetable revenue to be used i to pay for services required by the Texas Legislature in the Indigent Health Care and Treat- ~I ment Act, which becomes effective September 1, 1986; and it is further ordered that pursuant !, to the provisions of Sec. 26.06 of the State Property Tax Code, a public hearing on the pro- , posed increase be held on September 8, 1986, at 7:00 p.m. in the County Courtroom in the Kerr County Courthouse, and that proper notice of such hearing be published in the Kerrville Mountain Sun on August 30, 1986 and September 6, 1986. Commissioners' Court also considered the necessity of holding a public hearing on a proposed operating budget for Kerr County for the fiscal year October 1st, 1986 through September 30th, 1987; and that pursuant to applicable statutes of the State of Texas, a --~ public hearing on the proposed operating budget, to be filed by the County Judge of Kerr County in the office of the County Clerk, is to be held at 7:00 o'clock P.
