June 1986, upon motion made by Commissioner Higgins, seconded
was unanimously approved by the Court that the UPPER GUADALUPE
~ TO REDEFINE THE FLOOD PLAIN IN KERR COUNTY, as per letter from
at Law, regarding the 100 year flood plain in the area of
Schumacher Crossing and testimony of live witnesses which may differ from the information
that FEMA has.

AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION
TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS FOR THE COMMUNITY DEVELOPMENT PROJECT
FUND; AND AUTHORIZING THE COUNTY JUDGE TO ACT AS THE COUNTY'S EXECUTIVE OFFICER
AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTATNING TO THE COUNTY'S PARTICIPA-
TION IN THE COMMUNITY DEVELOPMENT PROGRAM
_ On this the 9th day of June 1986, upon motion made by Commissioner Holland, seconded

voting "AYE" and Commissioner Higgins "ABSTAINING FROM VOTING",
said motion carrying by a majority vote, approving A RESOLUTION OF THE COMMISSIONERS` COURT
OF KERR COUNTY, TEXAS, AUTHORIZING THE SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM
APPLICATION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS FOR THE COMMUNITY DEVELOPMENT
PROJECT FUND; AND AUTHORIZING THE COUNTY JUDGE TO ACT AS TO THE COUNTY'S EXECUTIVE OFFICER
AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE COUNTY'S PARTICIPATION IN THE
COMMUNITY DEVELOPMENT PROGRAM, deleting Item No. 5 of the proposed Resolution.
R E S O L U T I O N
A RESOLUTION OF THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS, AUTHORIZING THE
SUBMISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF
COMMUNITY AFFAIRS FOR THE COMMUNITY DEVELOPMENT PROJECT FUND; AND AUTHORIZING THE COUNTY
JUDGE TO ACT AS THE COUNTY'S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE COUNTY'S PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM.
WHEREAS, the Commissioners' Court of Kerr County desires to develop a viable community,
including decent roads and a suitable living environment and expanding economic opportunities,,,
principally for persons of low/moderate income; and
WHEREAS, certain conditions exist which represent a threat to the public health and
safety; and
WHEREAS, it is necessary and in the best interests of Kerr County to apply for funding
under the 1986 Texas Community Development Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMERSIONERS' COURT OF KERR COUNTY, TEXAS:
1. That a Texas Community Development Program application for community development
program funding is hereby authorized to be filed on the behalf of the County with
the Texas Department of Community Affairs.
2. That the County's application be placed in competition for funding under the
Community Development Project Fund.
3. That the application be for 5300,000.00 of grant funds to carry out street widening
and paving.
4. That the Commissioners' Court directs and designates the County Judge as the County's
Chief Executive Officer and Authorized Representative to act in all matters in connee-
tion with this application and the County's participation in the Texas Community
Development Program.
