Pg. 2 o-o-o-o-o-o-o-o-o N0. 16639 APPROVAL OF PROPOSED AMENDMENTS TO THE KERR COUNTY FLOOD PLAIN REGULATIOLdS On this the 24th day of April 1986, upon motion made by Commissioner Holland, seconded by Commissioner Lich, the Court unanimously approved proposed amendments to the Kerr County Flood Plain Regulations, which replaces the elevation requirement of "to or above the base flood level" in Section 4.06; items A, B-1 and C-1 below with "elevated to one foot above the base flood level." This requirement will provide increased protection to structures should encroachments increase the base flood elevation (bfe). An additional incentive is that flood insurance rates decrease as a structure's elevation increases above the bfe. Section 4.06 - Construction Requirements. The County Flood Plain Administrator shall require that: (A) All new construction and substantial improvements of residential structures with- in Zones Al-30 on the County's flood insurance rate map (FIRM) have the lowest floor (including basement) elevated to one foot above the base flood level; (B) All new construction and substantial improvements of non-residential structures within Zones Al-30 to: (1) Have the lowest floor (including basement) elevated to one foot above the base flood level or, (2) Together with attendant utility and sanitary facilities, be so designed that, below the base flood level, the structure is watertight with walls substantially impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. (C) All new mobile home parks and mobile home subdivisions, expansions to existing mobile home parks and subdivisions where the repair, reconstruction, or improve- ments of the streets, utilities and pads equals or exceeds 50~ of the value of the streets, utilities and pads before the repair, construction or improvements will have: (1) Stands on lots elevated on compacted fill or on pilings so that the lowest floor of the mobile home will be elevated to one foot above base flood level B. Adds the following item (C) to Section 6:02 Development Standards regarding a manage- ment policy for Recreational Vehicle Parks (RV Parks). Section 6.02 - Development Standards. All requirements for Part 4 will be followed and in addition, the County Administrator will: (A) Prohibit encroachments, including fill new construction, substantial improvements and other development within the adopted regulatory floodway that would result it any increase in flood heights. (B) Prohibit the placement of any mobile homes, except in an existing mobile home 6 i, ~'~ ____ _ __ I /~~ i~ park or mobile home subdivision, within the adopted floodway. ~~ (C) Require that recreational Vehicle Parks (RV Parks) located within the 100 year flood plain comply with the following management policy requirements: i !j 1. there be a written Emergency Evacuation Plan with alternative vehicular ~, access and egress routes. The plan should be approved by the County Floodplain, Administrator and should be posted at various locations throughout the RV Park I and/or distributed to the RV operator upon entering the RV Park; i 2. there be an Emergency Warning System with required maintenance and periodic I testing; I, i 3. no RV should be allowed to remain in the RV Park with unaired tires (a specified time period should be allowed to make immediate repairs); 4. egress of RVs should not be prevented by stored or fixed items such as stairs, I~, ^- porches, etc.; ~; I 5. each RV should: if self-contained, be capable of evacuation under its own power j (able to start and in running order); and if dependent on external power for evacuation be accompanied by a tow vehicle in running order; and i 6. no RV should be permitted to remain in the RV Park for more than 90 days in succession. ~~ The County will inspect RV Parks on a regular basis and violations will be correct- ed or the RV Park will be suspended and all RV's removed until the violations are corrected. i i o-o-o-o-o-o-o-o-o NO. 16640 UPPER GUADALUPE RIVER AUTHORITY AUTHORIZED TO REQUEST A MAP REVISION TO THE KERR COUNTY'S FLOOD INSURANCE RATE MAP On this the 24th day of April 1986, upon motion made by Commissioner Guthrie, seconded by Commissioner Holland, it was unanimously approved by the Court that the UPPER GUADALUPE ~ RIVER AUTHORITY be authorized to request a map revision to the Kerr county's Flood Insurance ~ Rate Map. o-o-o-o-o-o-o-o-o N0. 16641 APPROVAL OF SOFTWARE MAINTENANCE AGREEMENT BETWEEN KERR COUNTY AND TITLEVJAVE, INC. FOR COMPUTER EQUIPMENT IN THE COUNTY CLERK'S OFFICE On this the 24th day of April 1986, upon motion made by Commissioner Holland, seconded by Commissioner Higgins, the Court unanimously approved a Software Maintenance Agreement, between Kerr County and Titlewave, Inc., in the amount of $1,200.00 per annum, for software support from Titlewave, Inc., for the computer system in the land department of the Kerr County Clerk's Office. It is ordered by the Court that county Judge Morriss be authorized to execute said contract on behalf of Kerr County. It is further ordered by the Court that the County Treasurer and County Auditor be authorized to draw a voucher on the General Fund in the above amount, payable to TITLEWAVE, INC. o-o-o-o-o-o-o-o-o-o
