Whereas, the Future Farmers and Vocational Agriculture programs in Texas Schools have proven
to be valuable and constructive over many years, and
Whereas, well-meaning school reforms, passed in 1984, been used as an excuse to bring Voca- ',
tional Agriculture and its companion program, Future Farmers of America, to a point where
many of their activities face reduction or curtailment statewide, and.
Whereas, Vocational Agriculture and Future Farmers of America are worth the effort to save
because of their intrinsic value to the rural and urban education process, and
Whereas, Texas Agriculture Commissioner Jim Hightower and other leaders in Texas government
and the private sector have initiated a plan to restore funding to the now non-existent
Vo-Ag field staff operations, and
Whereas the plan to restore field staff positions would only replace six of the 15 lost
positions at a cost of less than $200,000 per year to the State of Texas, therefore
Be it resolved that the Commissioners Court of the County of Kerr is sympathetic to the
-~O.J plight of Vocational Agriculture, and
~ Be it further resolved that this Commissioners Court, County of Kerr, on this day March 10th,
1986, wholeheartedly endorse and adopts this resolution.
Motion made by Commissioner Lich, seconded by Commissioner Guthrie and unanimously
approved by the Court.

N0. 16552 APPOINTMENT OF FRED HOLLAND, COMMISSIONER OF KERR COUNTY PRECINCT NO. ONE, AS
THE OFFICIAL VOTING REPRESENTATIVE TO THE ALAMO AREA COUNCIL OF GOVERNMENTS
On this the 10th day of March 1986, upon motion made by County Judge Morriss, seconded
by Commissioner Higgins, the Court unanimously approved the appointment of Fred Holland,
Commissioner of Kerr County Precinct No. One, as the official voting representative to the
Alamo Area Council of Governments.

N0. 16553 APPROVAL OF ADDITIONAL POSTAGE FOR SHERIFF CLIFTON A. GREESON
On this the 10th day of March 1986, upon motion made by Commissioner Guthrie, seconded
by Commissioner Holland, the Court unanimously approved that the County Treasurer and County',
Auditor be authorized to draw a voucher on the General Fund, payable to Sheriff Clifton A.
Greeson in the amount of $100.00 for additional postage for excessive jury summons.

On this the 10th day of March 1986, upon motion made by Commissioner Higgins, seconded
by Commissioner Lich, the Court unanimously approved that the County Treasurer and County _
Auditor be authorized to issue vouchers to Mark Allen Hamilton and wife, Sheri Doreen Hamiltory
in the amount of $50.00 each, for witness fees in the Ellebracht trial, payable out of the
General Fund, as requested by District Clerk Mary Brooks.

On this the 11th day of March 1986, a motion was made by Commissioner Fred Holland,
that sick leave accrued time Commence from the date of employment of Kerr County employees.

On this the 11th day of March 1986, a motion was made by Commissioner Holland, seconded
by Commissioner Higgins, with Commissioners Holland and Higgins voting "AYE" and Commissioners
Lich and Guthrie and County Judge Morriss voting "NAY", to invite Fred H. Heise, Jr. to
discuss with the Commissioners' Court, the position of Kerr County Road Administrator.
Motion failed.

On this the 11th day of March 1986, upon motion made by Commissioner Lich, seconded by
Commissioner Guthrie, with Commissioners Lich and Guthrie and County Judge Morriss voting
"AYE", Commissioner Holland voting "NAY", and Commissioner Higgins "ABSTAINING FROM VOTING",
said motion carrying by a majority vote to offer JACK CHANDLER SMITH the position of Kerr
County Road Administrator, providing an agreement can be reached as to salary. "'
