COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION ON FEBRUARY 20th, 1986, with
the following officers present:

and the court having duly opened, the following proceedings were had:
A public hearing was held on February 20th, 1986 at 10:00 o'clock A. T2., in the County
Courtroom of the Kerr County Courthouse in Kerrville, Texas, - - - - at a Special term of
the Commissioners' Court, to consider the Application filed by Bill Stacy for approval of
a Replat of Lots 3 and 4 in Solar Village.
Seven (7) members of the public were present.
NO. 16521 MOTION TO ADJOURN PUBLIC HEARING REGARDING REPEAT OF LOTS 3 and 4 IN SOLAR VILLAGE',
On this the 20th day of February 1986, upon motion made by Commissioner Holland, second-,
ed by Commissioner Guthrie, the Court unanimously approved a motion to adjourn the public ...
hearing regarding a Replat of Lots 3 and 4 in Solar Village.

NO. 16522 APPROVAL OF REPEAT OF LOTS 3 AND 4 INTO THREE LOTS IN SOLAR VILLAGE
On this the 20th da_y of February 1986, upon motion made by Commissioner Holland,
seconded by Commissioner Guthrie, with Commissioners Holland, Higgins, Lich and Guthrie
voting "Aye" and County Judge Morriss "Abstaining from voting", said motion carried by a
majority vote approving the REPEAT OF LOTS 3 AND 4 INTO THREE LOTS IN SOLAR VILLAGE, with
no variances. This is located in Kerr County Commissioner's Precinct No. One. All improve-
ments that are to be made shall comply with the existing KERR COUNTY SUBDIVISION "RULES AND
REGULATIONS', that became effective January 1st, 1984, and amendments to the regulations
that were approved. by the Kerr County Commissioners' Court on April 9th, 1984.

NO. 16523 APPROVAL OF CLAIMS AND ACCOUNTS
On this the 20th day of February 1986, came on to be considered by the Court the various
claims and accounts against Kerr County and the various Commissioners' Precincts, which
claims and accounts were approved for payment by the Auditor and Treasurer, payable out of
the General, Traffic Safety, Jury, Road and Bridge and Public Library Funds.
Motion made by Commissioner Holland, seconded by Commissioner Higgins and unanimously
approved by the Court that said bills be paid.

COMMISSIONERS' COURT RECESSED at 11:00 o'clock A. M., February 20th, 1986, at which
time a public hearing was held by the Kerr County Housing Finance Corporation, regarding a
proposal for the issuance of a series of bonds, the proceeds of which are to be used for the
purpose of making a mortgage loan to finance the construction of a multifamily rental housing
project to be rented by low and moderate income families in the City of Kerrville, Texas.
Approximately 40 members of the puhlic were present for the hearing.

On this the 20th day of February 1986, a motion was made by Commissioner Lich and
seconded by Commissioner Guthrie, to deny a proposal authorizing the issuance, sale and
delivery of $3,600,000 multifamily housing revenue bonds (Bordeaux XIII Apartments) Series E.'
Commissioner Higgins and County Judge Morriss voted against the motion and said motion
failed.

On this the 20th day of February 1986, a motion was made by County Judge Morriss and
seconded by Commissioner Higgins, to approve a proposal authorizing the issuance, sale and
delivery of $3,600,000 multifamily housing revenue bonds (Bordeaux XIII Apartments) Series E.~
Commissioners Lich and Guthrie voted against the motion and said motion failed.

N0. 16527 EMPLOYMENT OF MARIANNE E. GROVES AS A JAILER/DISPATCHER
On this the 20th day of February 1986, upon motion made by Commissioner Holland, second-
ed by Commissioner Lich, the Court unanimously approved the employment of MARIANNE E. GROVES
AS A JAILER/DISPATCHER, as requested by Clifton A. Greeson, Sheriff, at a salary of $13,635.OQ
per annum (1136.25 per month - $568.13 semi-monthly), payable out of the General Fund,
effective as of February 10th, 1986, Pay Group 14 Step 1.
(Mrs. Groves is a certified jailer/dispatcher).

On this the 20th day of February 1986, upon motion made by Commissioner Holland,
seconded by Commissioner Lich, the Court unanimously approved that the application of
Patricia Dye, County Clerk, be granted, to re-confirm the appointment of CHRISTINA MENNELLA
TO CHRISTINA HAZLEWOOD, DEPUTY COUNTY CLERK, (Name change due to marriage February 15th,
1986), and that her deputation in the name of CHRISTINA HAZLEWOOD be effective the date of
her qualification.

On this the 20th day of February 1986, upon motion made by Commissioner Guthrie, second*

RANCH, SECTION THREE, with no variances, located in Kerr County Commissioner's Precinct No.
4, and that all improvements that are to be made shall comply with the existing KERB COUNTY ~
