ORDER AUTHORIZING AMENDMENT OF 1986-87 BUDGET TO REFLECT
CHANGES IN COUNTY COURT AT LAW JUDGE AND COURT REPORTER
SALARIES AND ORDERING PAYMENTS
On this the 23rd day of October 1986, upon motion made by
Commissioner Higgins, seconded by Commissioner Holland,
with Commissioners Higgins and Holland and County Judge
Morriss voting "AYE" and Commissioners Lich and Guthrie
voting "NAY", said motion carrying. by a majority vote, .
approving the amendment of the 1986-87 County Budget to
reflect the following changes:
Salary of the Court Reporter, Debra Hernandez, to
$26,689.00 per annum, in accordance with the order
of the County Court at Law Judge, based on the
recommendation of Ray Associates, Inc., effective
October 1, 1986, at the rate of $1,112.04 semi-
monthly and includin4 an additional payment above
the lower salary made on October 15th, 1986.
Salary of the County Court at Law Judge amended to
$44,908.00 per annum, at a rate of $1,871.17 semi-
monthly, which salary is 80~ of the base salary of
the District Judges, which has been in effect since
September 1st, 1985, and that an additional lump sum
payment be made in the amount of $1,308._0__0 for under
Davments made since October 1st, 1985.

Dear Judge Moriss:
The County Attorney informs me that I cannot legally
bind my Official Court Reporter to the classification sc~xle
of Kerr County o.r. c-eSt:-ict her f.rorr, charging the County
Attorney for copirs~ of iranscriptti. Although Debra agreed
to these in order to obtain the recommended salary; the
County Attorney thought it best to change the order ?.nd
obtain a written agr.eemcnt conL-airing both terms from Debra.
Therefore, both docwnrrnts have been signed and included with
this ].otter.
My promise. to the Commissioners' C;OU.rt remains thet I
will not raise her salary outside of the p::y scale, and that
i=ne cora~:t reporter's performance wii.l be analyzed on an
annual basis for salary adjustments included in future
budget years.

This ag,-e~F~znant: is entered into by Debra fIernandez,
Official Court Reporter of the County Court at L:w, and
Judge 4lilliam L. Baskette, Jr., Judge of said Court, in
consideration of the setting of i~h~-= salary of the court
reporter in accordance with the recommendations of Ray
Associates, which were used in the Amended Order Setting the
Salary of the Official Court Reporter.
The salary will be set at $26,689.00 per annum,
effective October 1, 1986, which coincides with the level of
26/3 on the Kerr_ County Pay Scale. Future advancemc-nts will
be based on steps contained in rite pay scale, as set by the
judge.
The court reporter agrees to furnish, upon requ<~st; to
the County Attorney, free of charge, copies of all
stal-_ements of fa.ci:5 of criminal trials held in the County
Court zi= L-~w; of which originals are ordered by the
Defendant for purposes of appeal.

AMENDED
ORDER SETTING SALARY OF COURT REPORTER
FOR COUNTY COURT AT LAW
Pursuant to Article 1970-388, Section 9(d),
Vernon's Ann, Civ. St. (1986 Pamphlet), which states, "The
reporter is entitled to a salary set by the judge of the
County Court at Law of Kerr County ...", the salary of the
Official Court Reporter, Debra Hernandez, is hereby set at
an annual amount of $26,689.00, to be paid in monthly
installments of $2,224.08, or in bi-monthly installments of
$1,112.04. Said amount is based on the independent findings
of Ray Associates, Inc., in their letter dated July 16,
1986, which study was authorized by the County Judge, and
attached hereto.
In addition, the Official Court Reporter has
agreed that her salary set above coincides with level 26/3
on the Kerr County Employee Pay Schedule, with future
advancements to be based on said schedule and job
description as adopted by Kerr County and which salary to be
set by the Judge of the County Court at Law in accordance
with said schedule.
It is further stated that the official Court
Reporter has agreed to furnish to the County Attorney, free
of charge, copies of all statements of facts requested by
him of criminal trials held in the County Court at Law, of
which originals are ordered by the Defendant for purposes of
appeal.
This Order is effective October 1, 1986.
