DISPATCHER
On this the 14th day of October 1986, upon motion made by
Commissioner Holland, seconded by Commissioner Higgins,
with Commissioners Holland and Higgins and County Judge
Morriss voting "AYE" and Commissioners Lich and Guthrie
voting "NAY", said motion carrying by a majority vote,
approving that the resignation of HERBERT A. "BUSTER"
BALDWIN be ratified and confirmed, effective as of September
24th, 1986.

Unfortunately his year's elgibility under the temporary license
had expired and The Texas Commission on Law Enforcement Officer
standards and Education would not grant him additional time to
secure a permanent license. 't'his is by authority of Article 4413
(29aa) Section ~B (c) of VernonsCivil statutes.
It is with regret that I write this letter as "Buster" was a
true credit to the Kerr County Sheriff's Department and his car-
ing attitude for the proper operation of our jail and a feeling
of compassion ~'or the inmates there is a quality often sought
after in detention facilities but seldom found,
