FOR PROFESSIONAL SERVICES TO PREPARE A JOB DESCRIPTION AND SALARY RECOMMENDATION FOR THE POSITION OF "CHILD CARE WORKER" AND TO PROVIDE KERR COUNTY WITH INFORMATION ADDRESSING THE ISSUE OF STAFFING THE JUVENILE DETENTION CENTER On this the 11th day of November 1986, upon motion made by Commissioner Guthrie, seconded by Commissioner Higgins, the Court unanimously approved the employment of RAY ASSOCIATES, INC., for professional services to prepare a job description and salary recommendation for the position of "Child Care Worker" and to provide Kerr County with information addressing the issue of staffing the Juvenile Detention Center, as request- ed by David Cawthon, Assistant Juvenile Probation Officer. (Estimated cost to prepare job description & salary recommenda- tion - $593.00, and to provide Kerr County with information addressing the issue of staffing the Detention Center - $200.00 to $400.00.) NOVEMBER 11, 1986 RE: RAY AND ASSOCIATES EMPLOYMENT SURVEY TO: KERR COUNTY COMMISSIONERS At the request of County Judge Gordon Morriss, I contacted Ray and Associates of Austin, Texas, to obtain information in reference to the position of "Child Care Worker". The Child Care Worker, sometimes referred to as a Detention Worker, will be res- ponsible for directly supervising the juvenile offenders who will be detained in the Kerr County Detention Center. According to Mr. Ray, his Company would perform the following services for an esti- mated cost of five- hundred and ninety- three dollars ($593.00): 1. Write a job discription for the position of Child Care Worker. 2. Review the above description with the Texas Juvenile Probation Commission. 3. Survey other Juvenile Probation Departments for com- parable salaries (external market) 4. Determine a point factor score (internal placement) 5. Place the position in a pay group within Kerr County pay plan. 6. Review the Federal Fair Labor Standard Act in reference to this position. 7. Re-run new copies of the "Kerr County Inventories of Job Classes and Indexes" which would include the previously deleted Child Care Worker position. Furthermore, Mr. Ray estimated that the above study, once an official request is made by Kerr County, could be completed in a two week period. Your consideration in the above matter is appreciated.
