On this the 30th day of November 1987, upon motion made by Commissioner Holland, seconded by C~r[missioner Ray,
with Commissioners Holland, Ray and Lich and County Judge Danny R. Edwards voting "AYE" and Com[nissioner Baldwin
voting "NAY", said motion carrying by a majority vote, approving a Resolution of the Commissioners' Court of Kerr
County, Texas, authorizing the sukmission of a Texas Comnwnity Development Program to the Texas Department of
Community Affairs for the COMMUNITY DEVELOPMENT PROJECT FUND; (with revision of Paragraph 4 of Resolution), and
authwrizing the County Judge to act in all matters pertaining to the County's participation in the Commwiity
Development Program.

A RESOLUTION OF THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS AUTHORIZING THE SUBMISSION OF A TEXAS CONPII]NITY

AUTHORIZING THE COUNTY JUDGE TO ALT IN ALL MATTERS PERTAINING TO THE COUNTY'S PARTICIPATION IN THE COMMUNITY
DEVELOPMENT PROGRAM
WHEREAS, the Commissioners' Court of Kerr County desires to develop a viable community,
including decent roads and a suitable living environment and expanding economic opportunities,
principally for persons of low/moderate income; and
WHEREAS, certain conditions exist which represent a threat to the public health and safety;
and
WHEREAS, it is necessary and in the best interest of Kerr County to apply for funding
under the 1987 Texas Community Development Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT OF KERR COUNTY, TEXAS;
1. That a Texas Community Development Program Application Community Development Project
Funding is hereby authorized to be filed on the behalf of the County with the Texas Department
of Community Affairs.
2. That the County's Application be placed in competition for funding under the Community
Development Project Fund.
3. That the Application be for $268,700 of Grant Funds to carry out STREET WIDENING AND
PAVING on Ranchero Road in Kerrville, Kerrville South, Kerr County, Texas between State Hwy. 16
to Intersection of Monroe Drive and Ranchero Road.
4. That Kerr County has committed to providing Engineering and General Administration
Services.
5. That the Texas State Highway Department has committed $30,000.00 toward construction
of a right turn lane off State Highway 16 to Ranchero Road at the east end of the Project Area.
6. That the Commissioners' Court directs and designates the County Judge as the County's
Chief Executive Officer and Authorized Representative to act in all matters in connection with,
this Application and the County's participation in the Texas Community Development Program.

programs of the State Purchasing and General Services Commission, and
WHEREAS: The Commissioners' Court is of the opinion that participation in these
programs will be highly beneficial to the taxpayers of this County, through the anticipated
savings to be realized; now, therefore, be it
RESOLVED, that the Commissioners' Court of Kerr County does request that the State
Purchasing Services Commission to include its stated need for Contract 395 Continuous Forms

on the commission's annual contracts for those items, whereby the Commissioners' Court may
be allowed to purchase those items from the annual contract; and that Fred Holland, County
Commissioner, Precinct 1, is authorized and directed to sign and deliver all necessary
requests and other documents in connection therewith for and on behalf of Kerr County, Texas.

Regulation for Kerr County
A public hearing scheduled at 5:30 P. M. in the County Courtroom was moved to the District
Courtroom to accomodate the large crowd.
A public hearing was held in the Kerr County District Courtroom of the Kerr County Court- ''
house on November 30th, 1987 at 6:00 o'clock P. M., concerning a proposed Regulation Limiting
the Use of Firearms in the Unincorporated Areas of Kerr County.
Approximately 175 members of the public were present at the hearing.
All parties making a request were given the opportunity to speak and were heard by the
Court.
Approximately 54 members of the public expressed their opinions concerning the use of
I firearms.
No orders were passed by the Commissioners' Court concerning the proposed regulation.
