claims and accounts were approved for payment out of General, Jury, Road and Bridge, County
Law Library, Juvenile State Aid, Indigent Health Care and 216th District Probation Funds.
Motion made by Commissioner Ray, seconded by Commissioner Lich, with Commissioners Ray, il'.
Lich and County Judge Edwards voting "AYE" and Commissioner Baldwin "ABSTAINING FROM VOTING",
said motion carrying by a majority vote, approving that said bills be paid, with the exceptiorj

Lane Wolters from Upper Guadalupe River Authority was present and discussed proposed
rules of Kerr County for Private Sewage Facilities.
County Judge Edwards was present at 2:00 o'clock P. M. and Victor Lich, Commissioner
of Precinct 3,was present at 2:35 o'clock P. M., and the workshop concerning private sewage
facilities was discussed at length.
No orders were passed.
Proposed order and rules for private sewage facilities will be considered at the regular
December 1487 term.

PARTICIPATION IN THE COMMUNITY DEVELOPMENT PROGRAM
On this the 30th day of November 1987, a motion was made by Commissioner Holland to
approve A RESOLUTION OF THE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS AUTHORIZING TAE SUB-
MISSION OF A TEXAS COMMUNITY DEVELOPMENT PROGRAM TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS
ON THE COMMUNITY DEVELOPMENT PROJECT FUND AND AUTHORIZING THE COUNTY JUDGE TO ACT IN ALL ~

MATTERS PERTAINING TO THE COUNTY'S PARTICIPATION IN THE COb1MUNITY DEVELOPMENT PROGRAM, and
that said application for Grant Funds be submitted in the total amount of $268,700.00, with
County participation of approximately $74,000, for street widening and paving on Ranchero Roadi
in Kerrville South. Motion failed for lack of a second.

authorizing the County Judge to act in all matters pertaining to the County's participation in the Community
Development Program.

WHEREAS, the Commissioners' Court of Kerr County desires to develop a viable community,
including decent roads and a suitable living environment and expanding economic opportunities,
principally for persons of low/moderate income; and
WHEREAS, certain conditions exist which represent a threat to the public health and safety;

WHEREAS, it is necessary and in the best interest of Kerr County to apply for funding
under the 1987 Texas Community Development Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT OF KERR COUNTY, TEXAS;
1. That a Texas Community Development Program Application Community Development Project
Funding is hereby authorized to be filed on the behalf of the County with the Texas Department
of Community Affairs.
~ 2. That the County's Application be placed in competition for funding under the Community
Development Project Fund.
~ 3. That the Application be for $268,700 of Grant Funds to carry out STREET WIDENING AND
~ PAVING on Ranchero Road in Kerrville, Kerrville South, Kerr County, Texas between State Hwy. 16
to Intersection of Monroe Drive and Ranchero Road.
4. That Kerr County has committed to providing Engineering and General Administration
!.Services.
5. That the Texas State Highway Department has committed $30,000.00 toward construction
of a right turn lane off State Highway 16 to Ranchero Road at the east end of the Project Area.
6. That the Commissioners' Court directs and designates the County Judge as the County's
Chief Executive Officer and Authorized Representative to act in all matters in connection with
this Application and the County's participation in the Texas Community Development Program.
