M. in the Kerr County Courtroom, with all members present, and the Court having duly opened, the following proceedings were had: David W. Barham, Regional Liason Officer from the Division of Emergency Management, gave a presentation regarding Emergency Flood Relief. Raymond P. Holloway, Emergency Management Coordinator, was also present at the meeting. (No orders were passed.) Later, the Commissioners' Court continued with a Budget Workshop Meeting. M., with all members present, and the Court having duly opened, the following proceedings were had: NO. 17373 APPROVAL OF CLAIMS AND ACCOUNTS On this the 23rd day of July 1987, came on to be considered by the Court, the various claims and accounts against Kerr County and the various Commissioners' Precincts, which claims. and accounts were approved for payment out of General, Jury, Road & Bridge, County Law Library Traffic Safety, Indigent Health and 216th District Probation Funds. Motion made by Commissioner Holland, seconded by Commissioner Lich, and unanimously approved by the Court that said bills be paid, with exception of Invoice No. 07742, in the amount of $1,052.40. (Page 4 of Treasurer's Pre-Registration Report) o-o-o-o-o-o-o-o-o-o NO. 17374 APPROVAL OF FIFTH LEASE ADDENDUM (1987) - R. R. WOODWARD ENTERPRISES, INC./CITY- COUNTY, TO LEASE AGREEMENT BETWEEN KX AVIATION AS LESSEE AND THE CITY OF KERRVILLE AND COUNTY OF KERR, LESSOR, DATED AUGUST 4th, 1983 On this the 23rd day of July 1987, upon motion made by Commissioner Ray, seconded by Commissioner Holland, the Court unanimously approved a Fifth Lease Addendum (1987) - R. R. _ WOODWARD ENTERPRISES, INC./CITY-COUNTY, to that certain lease agreement dated August 4th, 1983 = i~IQF between KX Aviation as Lessee and the City of Kerrville and the County of Kerr as Lessor, by deleting Paragraphs 26 and 35 of original lease agreement, and substituting new paragraphs ' 26 and 35 to the addendum. It is further ordered by the Court that County Judge Danny R. Edwards be authorized to execute said fifth lease addendum on behalf of Kerr County, subject to concurrence by the j; City of Kerrville. o-o-o-o-o-o-o-o-o-o NO. 17375 APPROVAL OF REQUEST OF CLIFTON A. GREESON, SHERIFF, FOR EMPLOYMENT OF JAN MICHAEL SKOWRON AS A JAILER/DISPATCHER On this the 23rd day of July 1987, upon motion made by Commissioner Baldwin, seconded by '' Commissioner Holland, the Court unanimously approved the request of Clifton A. Greeson, Sheriff, for employment of JAN MICHAEL SKOWRON as a Jailer/Dispatcher, effective as of July 20th, 1987, at a salary of $13,368.00 per annum, $1114.00 per month, $557.00 semi-monthly payable out of General Fund. (Pay Group 13 Step 1) o-o-o-o-o-o-o-o-o-o NO. 17376 CONFIRMATION AND APPROVAL OF APPOINTMENT OF JAMES MICHAEL TROLINGER AS DEPUTY SHERIFF OF KERR COUNTY, TEXAS, EFFECTIVE JULY 15th, 1987 On this the 23rd day of July 1987, upon motion made by Commissioner Baldwin, seconded by !,' Commissioner Lich, the Court unanimously approved confirmation of the appointment of JAMES MICHAEL TROLINGER as DEPUTY SHERIFF OF KERR COUNTY, TEXAS, effective as of July 15th, 1987, at a salary of $16,288.00 per annum, $1357.33 per month, $678.67 semi-monthly, Kerr County Pay Group 17 Step 1, payable out of the General Fund. (Mr. Trolinger was a jailer/dispatcher, prior to his appointment as Deputy Sheriff on the 15th day of July 1987.) o-o-o-o-o-o-o-o-o-o N0. 17377 RESOLUTION DISAPPROVING KERR CENTRAL APPRAISAL DISTRICT 1988 FISCAL BUDGET On this the 23rd day of July 1987, upon motion made by Commissioner Ray, seconded by Commissioner Holland, the Court unanimously approved a RESOLUTION DISAPPROVING THE KERR ', CENTRAL APPRAISAL DISTRICT 1988 FISCAL BUDGET, for the reason that large salary increases for all employees are not acceptable at this time, considering the financial condition and salary policies of member entities of the Appraisal District and for the further reason that sufficient detail has not been given to support the item listed as "Furniture/Equipment." /s/ Danny R. Edwards County Judge, Kerr County, Texas RESOLUTION WHEREAS, The Commissioners' Court of Kerr County, Texas has adopted a restrictive stance in the granting of salary increases to County Employees and/or excessive expenditures, and WHEREAS, A similar policy is prevalent among other member entities of the Appraisal District, and WHEREAS, The Appraisal District has for the last two (2) years given salary increases greater than those given by member entities and such policy cannot be allowed to continue, NOW THEREFORE, The Kerr County Commissioners' Court regretfully disapproves the proposed Kerr Central Appraisal District budget for 1987-88 until it is adjusted to reflect a similar salary policy and provides more detail to support the expenditure entitled "Furniture/Equipment".
