COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION ON MAY 21st, 1987 at 10:00
o'clock A. M., with all members of the Court present and the Court having duly opened, the
following proceedings were had:
NO. 17276 ORDER AUTHORIZING COUNTY JUDGE TO APPOINT SPECIAL COUNTY JUDGE TO ASSIST WITH
COUNTY COURT DOCKETS
On this the 21st day of May 1987, came on to be heard the request of County Judge Danny
R. Edwards, for the consent of the Commissioners' Court to appoint, at his discretion, a
Special County Judge, pursuant to the provisions of Article 26.023, Texas Government Code, to
assist with the County Court's dockets;
It appearing to the Court that current circumstances would justify this request, it is
ordered on motion by Commissioner Lich, seconded by Commissioner Holland, and unanimously
approved by the Court (Judge Edwards not participating in the vote) that Judge Danny R.
Edwards be so authorized to appoint such Special County Judge or Judges to so serve, pursuant "'
to the provisions of Article 26.023, Texas Government Code, and other applicable provisions
of the said statute.

NO. 17277 MOTION TO APPROVE ORDER AS ORIGINALLY PRESENTED TO THE COMMISSIONERS` COURT ON
MAY 11th, 1987 BY THE COA7MITTEE FOR CLEAN INDOOR AIR, WITH EXCEPTION OF THE
EFFECTIVE DATE
On this the 21st day of May 1987, a motion was made by Commissioner Baldwin, seconded
by Commissioner Ray, with Commissioners Holland, Ray and Baldwin voting "AYE" and Commissioned
Lich and County Judge Edwards voting "NAY", said motion carrying by a majority vote, to
approve an order as originally presented to the Commissioners' Court on May 11th, 1987, by
the Committee for Clean Indoor Air, with exception of the effective date, which will be June
1st, 1987.

N0. 17278 APPROVAL OF ROADWAYS IN NORTH FORK ONE SUBDIVISION AND RELEASE OF IRREVOCABLE
LETTER OF CREDIT NO. 81 --- MAINTENANCE BOND
On this the 21st day of May 1987, upon motion made by Commissioner Baldwin, seconded
by Commissioner Holland, with Commissioners Holland, Ray, Lich and Baldwin voting "AYE" and
County Judge Edwards "ABSTAINING FROM VOTING", said motion carrying by a majority vote,
approving roadways in North Fork One Subdivision for purposes of maintenance, and releasing
Irrevocable Letter of Credit No. 81 - Maintenance Bond, to Melvin H. Johnson, Jr., Executive
Vice President, First National Bank of Kerrville.

N0. 17279 AN ORDER AMENDING THE VARIOUS ORDERS CREATING BOARDS TO PROVIDE FOR REDIOVAL FOR
ABSENCES
WHEREAS, it is necessary and desirable for Board members to attend meetings regularly,
and members should be encouraged to attend regularly;
NOW THEREFORE, BE IT SO ORDERED BY THE KERR COUNTY COMMISSIONERS' COURT OF KERR COUNTY,

Any member having three consecutive unexcused absences shall have his membership
reviewed by the Board. By majority vote, the Board may recommend to the Kerr County
Commissioners' Court that such member be removed from office. The Ccurt may then act upon
such recommendation, and either remove or retain such member.
The above stated paragraph "ABSENCES" constitutes an addition to and an amendment of ',''
the various board creating ordinances, with such paragraph to bear the following code design~i-
tions:

able to the Commissioners by 2:00 o'clock P. M. on the preceding working day, prior to the
Commissioners' Court Regular and Special Meetings.
Commissioner Holland and County Judge Edwards voted "AYE" and Commissioners Ray, Lich
and Baldwin voted "NAY".
Said motion failed.
