BY-LAWS OF KERR COUNTY CHILD SERVICES BOARD AATT!'T 1: T NAME The Board shall be known as the Kerr County child Services Board. ARTICLE I PURPOSE The purpose of the Board, through the Texas Department of Human Services of Kerr County, TX, shall be to develop a program for the protection, care, health, and well-being of neglected, and/or abused children of the County of Kerr, TX; to encourage and promote all activities as will benefit children coming to its attention who are in need of its services and to further perform such specific duties in the field of child welfare as Kerr County, by Commissioners court action, or the State of Texas, by action of the Texas Department of Human Resources, may require of it. ARTICLE III MEMBERSHIP The Kerr County CHild Services Board will consist of seven to fifteen persons appointed by the Commissioners Court of Kerr County, TX. They will serve three year terms on a rotating basis. The members should represent a cross section of the citizens of the County. The County Judge of Kerr County,TX, and Judge of the Juvenile Court or the Judge of the District Court of Kerr County,TX, having jurisdiction in cases involving dependent and neglected children shall serve as ex-officio members of the Child SPrvice~~ Board. E,s necessary to prevent the membership of the Board from numbering less than seven and at such other times as the Board elects, the Board by majority vote of a quorum of the Board shall elect new PAGE 1 members and the names of said elected new members shall be presented to the Kerr County Commissioners'Court by the President of the Board with the request of the Board that said person be appointed to the Board. No one shall be a member of the Board unless elected or reelected by the Board and appointed by the Kerr County Commissioners Court. The successor member for any Board position being vacated by expiration of a term of appointment shall be appointed 30 days prior to the end of said term of appointment if requested by the Board. Nothing herein shall prevent board members from serving successive terms. Any person elected and appointed to fill a term vacated before completion by resignation or removal, shall serve for the remainder of the appointed term. Any serving member of the Board may be reelected to a new term on the Board by a majority vote of a quorum of the Board taken no more than ninety (90) and no less than thirty (30) days before the expiration of his or her appointed term. If any Board member shall fail to attend three (3) consecutive regularly scheduled meetings of the Board without an acceptable excuse, said member may be removed from the Board by the majority vote of a quorum of the Board members at a regularly scheduled meeting of the Board. The member being considered for removal shall be given seven (7) days written notice of the proposed removal action. By unanimous vote of the Executive Board exclusive of a member being voted upon for suspension, the Executive Board may vote to suspend from membership for good cause any member of the Child Services Board for a period of thirty (30) days. Any such suspension shall be presented to the Board as a whole within thirty (30) days following seven (7) days written notice to the member subject to the suspension for removal action by the Board. Any Board member may be removed for good cause by unanimous vote of the board exclusive of the member subject of the vote. PAGE 2 In the event of the resignation by a Board member or an affirmative vote to remove a member of the Board as set forth above, the President of the Board shall report said resignation or removal to the Kerr County Commissioners Court within thirty (30) days in writing. ARTICLE IV OFFICERS AND DUTIES A. Election: Officers enumerated in this Article shall be elected for a period of one (1) year. The election shall be by majority vote of the Board and shall be held at the annual meeting provided herein. Vacancies may be filled or new offices created and filled at any meeting of the Board. Each officer shall hold office until his successor shall have been duly elected and shall have qualified or until his death, resignation or until he shall have been removed from the board as provided herein. B. Executive Committee: The following officers enumerated in this Article shall constitute the Executive Committee of the Child Services Board and shall, in the event of necessity or emergency, act for the Board. C. Specific Off ices 1. President: The President shall preside at all meetings and take the initiative in presenting for consideration to the Board such policies, actions and procedures as is deemed necessary. The President shall also be an Ex-officio member of each Committee of the Board. 2. Vice-President: The Vice-President shall, in the event of the absence of the President, perform the duties of the President. In addition, the Vice-President shall perform such other duties pertaining to said office as are delegated by the President or by the Board. 3. Secretary: The Secretary shall be the recording officer for the Board and shall see that all notice are duly given in accordance with the provisions of these by-laws or as required by law. Additionally, the Secretary shall perform all duties PAGE 3 incident to the office of secretary and such other duties as from time to time may be assigned to him by the President or by the Board. 4. Treasurer: The Treasurer shall receive all funds for the Board, depositing such funds in a depository selected by the Board. The Treasurer shall disburse all funds spent by the Board, disbursing such funds by check to be signed by any two of the three (3) designated officers, to include the Treasurer, President, and Vice-President. In addition, the Treasurer shall perform such other duties incident to the office of Treasurer,and such other duties as from time to time may be assigned to him by the President or by the Board. D. Vacancies: A vacancy in any office because of death, resignation, removal from the Board or therwise may be filled by the Board for the unexpired portion of the term. ARTT!'T R U PROCEDURES MANUAL The Board shall prepare andmaintain a Procedures Manual to be adopted and amended by a majority of the Board which shall set forth porcedures: to be followed by the Board on all matters set forth therein. ARTICLE VI CONTRACTS, CHECKS, DEPOSITS AND FUNDS All contracts, checks, depository accounts or other funds of the Board must be signed, disbursed or transferred by two of the three following officers: President, Vice-President or Treasurer and those officers are limited to action as provided in the procedures Manual. ARTICLE VII FISCAL YEAR The Fiscal Year of the Board shall be the same as followed by the PAGE 4 County of Kerr, that being October 1 through September 30th. The Board may have such special meetings as may be called by the President or any three (3) members of the Board as the need may arise. In addition to the regular meetings and the special meetings as aforesaid, the Board shall have one (1) annual meeting which may be held in conjuncton with regular meeting, to be held following the close of the fiscal year, for the purpose of electing officers, annual reports and for the transaction of such other business as may come before the Board. The majority of the Board members shall designate any place within Kerr County as the place for any regular, special or annual meeing. ARTT~'T T: Y QUORUM A majority of the Board members shall constitute a quorum for the transaction of all business. Revised Robert's Rule of Order shall govern parliamentary procedure of the Board. The Vice-President shall serve as parliamentarian in the event of need. PAGE 5 ARTICLE XI COMMITTEES At the annual meetings the committees designated in the Procedures Manual shall be appointed by the President of the Board. The Chairman of each committee shall be a member of the Board. The committee may each have one or more committee members who are not Board members. In addition to the committees provided in the Procedures Manual, the President may appoint such additional committees as said President deems needed. ARTICLE XII BOARD RESPONSIBILITIES The Board shall have and exercise such lawful authority, duties and responsibilities as may be lawfully conferred upon it by statute of the State of Texas, the Department of Human Resources and the Kerr County Commissioners~Court. The Board will have, at a minimum, the duties set forth in the Procedures Manual. I can't say enough about her." She fias been recommended for an honorary degree from Schreiner College. None have been awarded before. "I'm absolutely in awe of her to t,~ve raised all those kids and see thry were all college educated," Schreiner College President Sam Junkin said. "She is totally committed to their good. I hear she's really the boss, but that they absolutely adore and re- spect her." There are no wrinkles on Mrs. Gamble's smooth face to mark the years of adversity and sacri- fice. Her eyes sparkle. Smiles and laughter come easily, Four sofas of varying sizes line the front room of her Coleman Street residence, that three chil- drenand two grandchildren now share. A manicured yard and bright flowers set off a fresh coat of house paint, paid for by her children last Mother's Day, The family settled in Kerrville in 1958. Mrs. Gamble and the chil- drens' father separated per- manently in 1966. Before that, he frequently moved around the country in lt,e military. She and the children stayed behind after 1958. "After moving around a lot I refused to uproot the children anymore -different schools, different homes," she said. Mrs. Gamble hesitated to ex- plain reasons for the separation. "His values were different from mine," she said. "Like, I felt with God's help you can accomplish anything. He felt it was a hard, mean world where you had to fight for what you got. I couldn't have him instilling those values in the children." With that decision she faced two options, she said. "It was either to give in and be in a mental hospital or really work and do all I had to do,"she - ~,~. said. "I rayed a lot and some- thingtold me your kids need you more. I never looked back." Her brother-in-law warned that the children would gel out of her control. "'No they won't,' I said, 'I'm going to raise them.' I was determined." Raising the children alone wasn't scary or particularly hard, she said, "I mean, I had to work hard and try to stretch each dollar, but they were happy - a house full of joy, "The hardest part was f really couldn't give them as much as some of the other kids had," she said. "But I tried my best to fix them neat enough so they wouldn't feel they were outcasts and so they could still compete with the other kids." And compete they did. All 10 children went to college. At least half of them were awarded athletic or academic scholarships. "All accomplished what they wanted to do, That's probably the most satisfiying thing," she said. Jese, 91, is an IBM systems analyst in Ohio; Sara, 90, is a pro- fessor of art at Texas Southern University; Fred, 39, is a certi- fied public accountant in Dallas; Ida, 32, is a financial assistant at TSU; Mary, 30, is a Kerrville Stale Hospital aide; Albert, 29, is a clerk at the First National Bank in Kerrville; Cynthia, 28, gradu- ates this month from TSU; Stephen, 20, is a student at Prarrie View A&M College and Stephanie, Z0, goes to Schreiner College. "The older I get the more I appreciate the difference she made in our lives," Fred said. "When I was a kid I didn't see it this way. I felt put upon -all the chores. She stressed education, work, responsibility and self pride. "AU the children used to clear the kitchen table and spread out books to do homework at night. The big ones would help the little ones. "Now I want to pass on what I learned from her." Fred is on the Schreiner Col- lege Board of Trustees. He was in Kerrville last week to speak at Schreiner College's program honoring high school seniors in the top 10 percent of their class. "My mother has amazing strength and perseverance," he added. "I could never be the man that she was. And I mean that seriously," Fred and Albert describe their mother as firm, understanding, loving, open-minded and always fair. "We could go to her and talk about anything including peer- pressureproblems," Albert said. "She'd never lecture us but she also wouldn't hesitate to speak her mind." The family has remained close through the years despite the miles and age differences that separate them. All plan to attend Cynthia's graduation in Houston. They also hold a reunion in Kerrville every Christmas or New Year's Day-dependingon which day their mother has off. Several of the kids offered to remain in Kerrville after high school to help their mother, but she refused. "I told them the biggest help they could be to me was to do something For themselves," Mrs. Camble said. "I told them to make sure to work hard in what- ever they did, to choose some- thing they liked and to do the bestjob they could. I also tried to instill love in them for each other." The children are considering starting a family fund that all members can draw from and pay back. It would help the younger ones get started, Albert said. The also want to establish a fund for their mother's retire- ment, he said, adding she changes the subject when it's ment,oned. "We're all very happy and proud of our mother, ' Albert said, "We want to make it up to her someday and be able to pro- vide her with all the things she sacrificed for us and did without." "Even if she wasn't my mother and if I only knew some of what I know about her I'd Feel she is an amazing person," Fred said. A long Mother's Day poem written by Fred 20 years ago hangs on Mrs. Gamble's living room wall. "...The little ones think you are mean at limes, but they don't understand.
