G. Young Institute of County Government, for the 30th Annual County Judges and Commissioners' Con- ference at TEXAS A & M. It is ordered by the Court that the County Treasurer and County Auditor be authorized to draw a voucher on the General Fund in the above amount, payable to V. G. Young Institute of County Government. A new device, the breath test ignition lock, prevents drivers from starting their cars if they have had too much to drink When installed, a breath alcohol monitor is attached to the cap's ignition. To turn the key, the driver must pass a "breathalizer test." The manufacturers claim it is virtually impossible to fool the system by allowing someone else to take the test or to use compressed air.
