Bruns and Lane Wolters from the Upper Guadalupe River Authority and members of the Community Action Group from the Kerrville South Area were present at this meeting. Discussions were presented to the Court regarding problems and the adequacy of septic tanks for the processing and disposal of sewage waste water in the Kerrville South area. The Community Action Group will be present at the Commissioners' Court Meeting scheduled for June 22nd, 1987. June 10 June 9, ]987 Statement to County Commissioners Court June 10, 5:15 pm. Study and report on need for a comprehensive study and report on septic tanks and waste water disposal. Statement My Name is R. D. Haynes. I am chairman of the Community Action Group Inc. Here today also are members of CAG's Waste Water Advisory Committee, Erik Lowenthal, and Raymond Bien. Also present is Lonnie Smith who along with Mr. Bien are directors of CAG Inc. We are here today in behalf of the board of directors of CAG Inc. and in response to the courts request. We appreciate very much the opportunity to appear before you today. We take this occasion to present to the court CAG Inc.'s views on the need for a comprehensive analysis and report on the adequacy of septic tanks for the processing and disposal of sewage waste water in Kerr County. This analysis and report should address the issues covered in our petition to this court on May 11, 1987. We also responded to UGRA's verbal proposal by letter of May 1 whereby we invited UGRA to join with CAG Inc. in CAG's petition to this court on May li. The record shows that although this court requested UGRA to send a representative to the May 11 meeting no one from UGRA appeared. The adequacy of septic tank system has been the subject of several oral reports by UGRA representatives and a number of neW9pa1]er af'ti C;l eS. HUWeVer'. We ar'e nut aware Of any comprehensive analysis of the nature of the problem and the possible causes and cures. None of the information has been put out in written form suitable for study and evaluation by the users of septic tank systems. A typical response we recieve from a homeowner is "what's wrong with my septic system, its worlb:ing ok. 1 have a permit and as far as I know it is working just fine. It's those systems that are so close together and are put in wrong that are causing the poroblem" [n the past two years the responses we have received indicate that the general public has many similar unanswered questions. We believe the residents of the affected area are entitled to a clear written presentation of the problem(s) involved the alternatives and the consequences of each alternative. We believe the residents and property owners in Kerrville South need answers to the issu es brought out in our petition of May ll berfore any specific engineering project i s undertaken. I now call on Erik Lowenthal! to address this point in a more detailed way. Mr. Lowenthal. The directors of the CAG Inc. believe that an analysis and report by an independent consulting firm as described by Mr. Lowenthal is a necessay first step in the correction of the present problem and the prevention of future problems. We further believe that the specific engineering study proposed by UGRA is premature. Accordingly, we urge this court to deny UGRA's request and to retain an independant consulting firm to prepare an analyis and report which would describe the nature and extent of problems in the Kerrville south area and recommend a series of possible solutions/or combination of solutions to the problem(s).
