ORDER NO. 17324 SELECTION OF BID OF HENRY GRIFFIN FOR AGGREGATE TO BE USED AS FLEXIBLE BASE MATERIAL BY ROAD AND BRIDGE DEPARTMENT On this the 22nd day of June 1987 came on to be considered three bids for aggregate to be used as flexible base material by Kerr County Road and Bridge Department, which bids were referred to the County Road Engineer for study. Upon recommendation of Gerald W. Menefee to select bid of HENRY GRIFFIN as being best bid submitted, motion was made by Commissioner Ray, seconded by Commissioner Holland, and unanimously approved by the Court accepting bid of HENRY GRIFFIN for aggregate to be used as flexible base material by Road and Bridge Department (primarily around Nimitz School area) at a price of $3.00 per cubic yard picked up at plant, and at $6.00 per cubic yard delivered anywhere in Kerr County. ADVERTISEMENT FOR BIDS Sealed bids addressed to Kerr County for supplying aggregate to be used as flexible base material will be received at the Road and Bridge Department, 700 Main St. Kerrville, Texas 78028, until Friday, June I9, 1987 at ~;00 PM. The Bids will be publicly opened and read aloud at the June 22, 1987 Commissioners' Court, and awarded that same day. All bids are to be submitted in dollars pez cubic yard and shall include the following: 1. Unit price for pick-up of aggregate at the plant. 2. Unit price for delivered aggregate anywhere in Kerr County. The bids provided are to be applicable through December 31, 1987. The projected minimum quantity to be ordered is 1000 cubic yards. Specifications detailing the aggregate to be supplied are available at the Kerr County Road and Bridge Department in the Kerr County Courthouse. The successful bidder shall on request provide a statement from a reputable testing laboratory attesting the suitability of the material supplied. Kerr County reserves the right to reject any and all bids. Gerald W. Menefee, P.E. County Engineer FLEXIBLE BASE SPECIFICATION This item shall consist of a foundation course for the surface course or for other base courses and shall be constructed as herein specified in one or more courses in conformity with the typical section and to the lines and grades as established by the Engineer. The materials shall be obtained from approved sources and shall consist of durable particles of limestone mixed with approved binding materials. The soil binder shall meet the following requirements: 1. The liquid limit shall not exceed 40 when tested in ac ccrdance with ASTM Designation 423. 2. The plastic limit shall be determined by testing in accordance with ASTM Designation D424, and it shall not exceed 12 nor be less than 4 when cal- culated in accordance with the requirements of ASTM Designation D424. 3. The linear shrinkage shall not exceed 7 when cal- culated from the volumetric shrinkage at the liquid limit. 4. Materials passing the No.4 sieve shall be known as "binder". The portion of material passing the No. 40 sieve shall be known as "soil binder". 5. The material when tested under the Wet Ball for Determining the Disintegration of Flexible Base Materials, Texas SDHPT Test Method Tex-116-E shall not develop more than 50% soil binder. The process material when properly shaked and tested by standard laboratory methods shall meet the following requirements: Passing 1-3/4 inch sieve I00% Passing No.4 sieve 35% to 55% Passing No.40 sieve 15% to 40% Materials retained on the No.4 sieve shall have a percent wear of not more than 45 when tested according to ASTM Designation C 131. The material shall be rejected upon visual inspection, should it contain an excessive amount of clay balls or roots. If an abundance of rocks larger than 2 inches are present in the material, they shall be removed by hand and disposed of by the Contractor. Limestone which fails to meet requirements of these specifications may be rejected by the Engineer. Such rejection shall incur no cost to the County. 5/27/87 'ORU7;R NO.
