COUNTY COMMISSIONERS MEETINGS OBJECTIVE: To discuss environmental health concerns in the developing areas of the county. I. DRINKING WATER SUPPLY (a) Is there enough water to serve density of population planned? (b) W111 there be a central water system, or wilt there be individual water systems? (c) If there is a central water system. are plans to be prepared by a registered professional engineer and submitted to the Texas Department of Health for approval? (See Rules and Regulations for Public Water Systems) II. SEWAGE DISPOSAL (a) Are the lots to be served by a central collection system? (b) Are the lots to be served by individual septic systems? (c) If served by central system, are plans to be prepared by a registered professional engineer and submitted to the Texas Department of Health for approval? (d) If individual septic tank, does the county hove control of design criteria and construction? (e) If septic system receives over 5,000 gallons per day, are plans to be prepared by a registered professional engineer and submitted to the Texas Department of Health for approval? (commercial systems) III. DISPOSAL OF SOLID WASTE (a) Are arrangements to be made for garbage pickup and disposal at a permitted site? (b) Does the county have an established procedure for surveillance and abatement of unauthorized dump sites? .. REPORT OF THE ENVIRONMENTAL COMMITTEE TO THE TEXAS BOARD OF HEALTH September 22, 1984 The water and sewerage problems associated with residential development in unincorporated areas have been an issue before the Environmental Health Committee for several months. Staff members of the Bureau of Environmental Health and the Regional Engineers have developed a plan which is now in effect and will be implemented in several stages during the next few months. The schedule of actions planned is: For Immediate Implementation 1. Regional staff will contact local health departments and county officials and arrange to be notified of subdivision plats presented to the commissioners courts for approval. 2. Regional staff will notify the developers of new subdivi- sions of regulations pertaining to water supply and sewage disposal. 3. Central office staff working with the Office of General Counsel will develop a legislative proposal to allow counties to consider the provision of water and sewerage facilities of acceptable design in the process of subdivision plat approval. 4. Discuss with the Texas Department of Water Resources the possibility of clarifying legislation relating to septic tank regulation. 5. Central office and Regional Engineers will review the draft bulletin, "How to Live With Your Septic Tank" and provide comments by October 2, 1984. The art work and design features of the bulletin will be accomplished concurrently with the review of the text. Second Phase Implementation 1. A proposal to the Board of Health will be presented no later than the November 1984 meeting proposing changes to current rules which will clarify and reinforce this Department's authority to regulate very small water supplies. 2. Develop by December 1, 1984, a draft copy of an informa- tional bulletin titled, "Environmental Health Guide for County Officials." 3. Review and revise the "Construction Standards for Individual Sewage Disposal Systems."
