The rate of $14.30 per ton comprises $10.80 per ton to be retained by BFI and the remaining $3.50 to be remitted to the City of Kerrville by the Contractor, BFI. Though it appears to be a somewhat complicated process to analyze all of the alternate bids, it is not really that difficult. We believe the Collection bid is straight forward and easily determined. BFI is the low bid, they have met the requirements and the staff feels very comfortable with their ability to run a first class operation. Consequently, the staffs recommendation is to accept BFI's bid for solid waste collection-within the City limit.g of e ror resiaential purposes. The disposal bid is a little more complicated, and basically boils down to four bids for consideration: _ The first is the bid from BFI for landfill operations at $21.30 for ton. - The second landfill bid is an alternate from BFI for $10.80 per ton, however, it does not meet the specifications at this time. This bid could be made to work with some rewording of the contract, and representatives of BFI have indicated that this is,a - possibility. -The third bid is from BFI for a transfer station at $28.41 per ton. Under this arrangement BFI would be transferring all solid waste from Kerr County to a BFI owned landfill near San Antonio. -City of Kerrville operate the landfill at $14.77 per ton. (Does not meet specifications.) From the staffs perspective, it seems the item to consider is whether the City would prefer a landfill operation, or a transfer operation. The cost associated with a landfill operation are sufficiently less than a transfer operation. In analyzing BFI's proposal, $70,000 per year could be saved from the BFI standard landfill bid over the transfer operation. When considering BFI's alternate bid, it is - estimated that $173,000 per year could. be saved over the transfer operation. However, the cost considerations should be weighed over several factors. One is the cost of land. Can we replace the land being consumed by landfilling, and pay the less obvious cost; such as monitoring wells, land reclamation, etc. In any of the landfilling cases, the contractor would be the only one collecting money for the disposal process, and yet the City will be out the expense of land, permitting, monitoring, and engineering costs mentioned above. In going to the transfer station all-costs are true costs, and except for the initial permit request, each party would pay its £air share per ton. Still another factor, though somewhat speculative at this time, is the future land filling requirements proposed by the State. We are aware that more stringent limits will be forth coming, but we cannot say exactly how they will change over the next five years. For these reasons, the staff recommends the transfer operation as the most preferable method of solid waste disposal for Kerr County. However, the staff realizes that the City Council and County Commissioners are faced with a serious decision of how much our rate payers can afford. If the decision is to accept one of the landfill bids, we would strongly recommend consideration to adding on a land reclamation and land acquisition fee on top of the Contractor's fee. For example, if BFI's alternate bid was accepted, and the contract amended accordingly, there would be a tipping fee of $10.80 per ton going to the Contractor. In this example, the staff would recommend adding approximately $1.50 per ton for permitting and engineering fees, and approximately $2.00 per ton for land acquisition for future landfill sites. This would result in a total of $14.30 per ton, and correspond to a total cost of $6.16 per residential customer in the City limits for refuse collection and disposal. (This assumes BFI doing the collection at $4.73 per month per customer.) This fee would be charged across the board and would be paid by all users Countywide. The staff would also recommend under this arrangement to eliminate the $.50 per month surcharge currently being paid by City residents. The staff believes this would be the closest arrangement to the advantages to a transfer operation at a reduced cost. ALTERNATE PROPOSAL FOR THE OPERATIONS OF THE CITY OF KERRVILLE SANITARY LANDFILL The Browning-Ferris, Inc. (BFI) alternate proposal for the disposal contract at the City of Kerrville was prepared to give the City a more cost effective alternate for the disposal of waste at the landfill. The alternate proposal consists of utilizing different equipment and personnel than requested in the City of Kerrville disposal contract request for proposal specifications. This proposal is submitted with the understanding that the site will be in full compliance with the Texas Department of Health Municipal Solid Waste Regulations upon BFI starting operations at the landfill. The major pieces of equipment to be utilized in this alternate proposal are as follows: a. (1) Track loader, Caterpillar 963 with ripper b. (1) Compactor, John Deere c. (1) Water pump d. (I) Pickup truck e. (I) Scale and gate house f. (1) Air compressor A John Deere compactor is more than enough equipment to properly compact the waste. Wastes shall be compacted in layers no greater than 2 feet in thickness. The compactor shall pass over the waste no less than 3 times. BFI is concerned with the proper compaction of waste because it extends the landfill life and reduces subsidence of filled areas. Along with the track loader, the site will have sufficient equipment to properly operate the landfill. In the alternate proposal, BFI shall, at a minimum, have on duty one (1) supervisor/operator, one (1) operator and one (I) gatekeeper.
