ORDER NO. 18246 MOTION TO MAKE PROPOSAL TO KISD FOR TAX COLLECTION On this the 15th day of November 1988, came on to be considered by the Court, a motion by Commissioner Ray, and seconded by Commissioner Holland to make a proposal to Kerrville Independent School District and Center Point Independent School District for Kerr County to collect taxes. If they desire a terminal to read the tax collection they will purchase their own terminal. Commissioner Ray withdrew his motion, which was immediately remade by Commissioner Holland, and seconded by County Judge Edwards to authorize Mr. Ray to make a proposal to Kerrville Independent School District. County Judge Edwards and Commissioner Holland voted "AYE", and Commissioner's Lich and Baldwin voted "NAY", and Commissioner Ray "ABSTAINED", said motion failed. INFORMATION TO BE CONSIDERED RELATIVE TO THE KERR COUNTY TAX OFFICE COLLECTING TAXES FOR ALL ENTITIES. • Kerrville Independent School District (KISD) has requested that Kerr County submit a proposal for printing and mailing tax statements only for KISD and Center Point Independent School District (CPISD). The proposal, if accepted, would need to be in place prior to the 1989 tax year (June 1989). Ken County Appraisal District (KCAD) received a similar request. • When examining the costs of printing and mailing statements only, and then comparing costs of collection, the difference is virtually negative. Doris Smith, Tax Collector, has participated in the computation of the attached figures. She and Paula Rector, Tax Collector-Elect, are in agreement with this proposal. • By law, Kerr County is required to have a Tax Collector. • Kerr County may collect taxes for other entities and can charge no more than the costs involved. PROPOSAL (See attached Spreadsheet) • Offer all taxing entities the prorated figure titled, [Cost[EntitY (ALL)] or 1% of their respective total tax levy, whichever is less. • Guarantee no-later-than next day deposit to their respective account. Their tax dollars will not be used to earn interest for Kerr County. Note: Figures are based on KISD &CPISD accepting the proposal and UGRA, City of Kerrville, and Divide ISD continuing their contracts with the county. It is assumed that Ingram ISD and Hunt ISD will find the proposal economicially attractive. Proposal specifically for: • KISD -printing and mailing tax statements only: $32,000.00 per year • KISD -printing, mailing, and collecting taxes: $35,273.14 per year Suggest a five (5) year contract with a maximum increase based on the Consumer Price Index. • CPISD -printing, mailing, and collecting taxes: $6,165.11 per year. • Read only terminals may be purchased at $400.00 each. 2 modeums, with a dedicated phone line, would also be required.
