I~NO. 18068 APPROVAL OF ADOPTION OF NEW LANGUAGE IN CHAPTER 5 - SECTION 5.02 (h) OF THE TEXAS
WATER COMMISSION ORDINANCE
On this the 25th day of August 1988, upon motion made by Commissioner Ray, seconded by
ssion Baldwin, the Court unanimously approved adoption of new language in Chapter 5,
Section 5.02 (h) of the Texas Water Commission Ordinance.
5.02. REQUIREMENTS.
II (h) The effluent from a private sewage facility, whether using an aerobic or anaerobic
treatment unit, must be dischanged on site into a properly designed and constructed absorption

,adjacent to any water in the state; except that in areas where soils are unsuitable for
~iconventional on-site sewage disposal systems, effluent from National Sanitation Foundation,
''Standard 40, Class I aerobic systems or equal as approved and listed by the Texas Department of

!Health may be discharged to the ground surface by irrigation if the licensing authority
.,determines that the method will not create a nuisance and complies with the Texas Department of
iHealth standards and policies. There shall be no off-site discharge of effluent.

SVO. 18069 APPROVAL OF KERR COUNTY'S MEMBERSHIP WITH THE TEXAS CIVIL JUSTICE LEAGUE
On this the 25th day of August 1988, upon motion made by Commissioner Holland, seconded by
commissioner Lich, with Commissioners' Holland, Lich and Ray, and County Judge Edwards voting
"AYE", and Commissioner Baldwin voting "NAY", the Court by a majority vote approved that Kerr
County become a member of the TEXAS CIVIL JUSTICE LEAGUE. It is ordered by the Court that the
County Treasurer and County Auditor be authorized to draw a voucher on the General Fund in the
'Amount of $100.00 for membership dues, payable to the TEXAS CIVIL JUSTICE LEAGUE, subject to
verification by County Judge Danny Edwards.

INO. 18070 MOTION TO ALLOW EMPLOYEES TIME OFF WITH PAY AND WITHOUT REIPiBURSEMENT FOR EXPENSES
OR TRAVEL TO PARTICIPATE IN ELECTION INSPECTOR PROGRAM
On this the 25th day of August 1988, Commissioner Holland made a motion to allow employees
of Kerr County time off with pay and without reimbursement for expenses or travel to participa
in an election inspector program. Motion failed for lack of a second.

NO. 18071 RECLASSIFICATION OF DEPUTY SHERIFF HARRY SCROLL FROM JAIL ADMINISTRATOR TO SERGEANT
WITH A DECREASE IN PAY
On this the 25th day of August, 1988, upon motion made by Commissioner Ray, seconded by
.Commissioner Baldwin, the Court unanimously approved the reclassification of Deputy Sheriff
Harry Scholl from Jail Administrator to Sergeant Effective August 15, 1988 with a decrease in
pay from Pay Group 21, Step 1, $20,043.00 per annum, $835.13 semi-monthly, to Group 20, Step 1,
519,078.00 per annum, $794.92 semi-monthly.
