All other provisions of the original Contract effective October 1, 1979 are left in effect The original Contract contains language that I feel should be reviewed and brought to date. Mr. Baldwin moved for approval of the minutes of March 23, 1988, as presented; motion was seconded by Dr. Johnston and passed unanimously. EW OF - AMCARE applied for a provider number at the $175 rate for ALS service, and was approved at $140. AMCARE will receive 80$ of $140 ($112), and will bill the customer the remaining 20$ ($28) - The Committee discussed Profit and loss statements, call volume, rate of return, and billing and collection procedures. Also, discussed AMCARE having a local medical director; Mr. Carrubba stated he has a medical director for his company in San Antonio and did not see a need to change. - Mr. Carrubba stated that any existing special agreements (i.e. local hospitals), would not be affected by an increase in supply rates. - Supply Charges: Mr. Carrubba stated he had applied with Medicare for supply charges, and was approved at the state-wide average. The supply rates are the same as those set by the Federal Health and Finance Administration, and an itemized listing is required on billings. These amounts are paid by insurance companies and Medicare/Medicaid, and AMCARE has received no complaints from them. - The committee noted that AMCARE's proposed supply charges have not been approved by City Council and County Commissioners' Court. The committee noted the supply charges as proposed by AMCARE are "the maximum paid" by Medicare. It does not say the maximum amount must be charged. In fact, a company does not have to charge anything for these supplies, or may charge their cost; that is their decision. It only says reimbursement will not exceed that amount. AMCARE was previously charging a $10 flat fee for supply costs. Every time charges go up, insurance premiums go up also. - City staff recommended guidelines be established as to what constitutes a profit level or percentage. - A local hospital praised AMCARE for the high level of service they provide for the patient, but also questioned if AMCARE was doing more in the field than is necessary (i.e. blood test, etc.). - Mr. Carrubba stated AMCARE salaries are now competitive with others in our area in related fields; and noted AMCARE does have continual training programs for employees. The committee instructed staff and AMCARE to prepare an itemized supply charge schedule and bring it back for review. The Public Safety Committee/EMS Task Force adjourned and Public Safety Committee reconvened at 4:30 p.m. CITY/COUNTY FIRE CONTRACT Mr. Goodale moved to recommend to City Council and County Commissioners' Court that the City/County Fire Contract be extended for one year; that is, County to pay City $4,166.67 monthly, to terminate on September 30, 1989. Motion was seconded by Mr. Baldwin and passed 4-0.
