ORDER NO. 17746 REQUEST OF TEXAS PARKS & WILDLIFE DEPARTMENT FOR DECISION BY THE KERR COUNTY COMMISSIONERS' COURT CONCERNING SEPTIC SYSTEM FEE EXEMPTION On this the 18th day of February 1988, came on to be considered the request of the Texas Parks & Wildlife Department for a policy decision by the Kerr County Commissioners' Court, as to whether or not their agency would be exempt from the permit fee requirements concerning Septic System Regulatory Program in Kerr County. Upon motion made by Commissioner Ray, seconded by Commissioner Holland, with Commissioners Holland and Ray and County Judge Edwards voting "AYE" and Commissioner Lich voting "NAY", said motion carrying by a majority vote, approving exemption of fees only for septic systems installed on government property by or for a governmental agency. Dear Bill: Regarding our previous conversations relating to the proposed strategies for On-Site Wastewater Management and Inspection. I have compiled a realistic approach for inspections of iicensed and unlicensed septic systems in Kerr County outside of the City of Kerrville. I. Septic Systems in Kerr County to August 8, 1988. a. Juanita Maples records of taxable improved residential structures, 1988 b. Same records, taxable Mobile Homes c. Assumed Kerr County Septic Systems 13,095 1,483 14,578 II. Septic System Connections in the Proposed City of Ingram Sewerage Facility to be discounted after the system is built and operational, from (M.I. Inc.) 883 a. Septic Systems considered for inspection 13,695 III. Projected Septic Systems added through December 1988, (12 per month) a. Values based on 95 applications from January through August 8, 1988. 95 _ 12 = 12 per month. 48 Total 13,743 IV. My research indicates that records of Septic Systems began in 1976. a. Between 1976 and 1981 when licensing began applications totaled 558 Applications and licenses issued in 1981 = 251 in 1982 = 310 in 1983 = 577 " in 1984 = 693 " in 1985 = 647 " in 1986 = 460 " "' in 1987 = 428 " to 6/8/ 88 = 95 Deduct 1976 through 1981 applications 4,019 558 b. Licensed septic systems 1981 through 1988 3,461 c. Unlicensed septic systems as of August 8, 1988 = 10,282 V. I would designate the older unlicensed septic systems priority one for management and inspection. VI. Assuming (1) one additional sanitarian would come on board for staff on October 1, 1988 he should be assigned to organize and implement the inspection program. This will be time consuming; records research; establishing inspection district by population densities and sequence of operations. Notices to the property owners must be sent out in advance of the scheduled dates. Follow up telephone calls assuring the property owner will be on site to receive the inspector. Time coordination is essential to a smooth and well organized daily program. VII. Assuming the inspection program would be started fiscal year October 1989, one inspector should begin the program the first year. Then (2) two inspectors wou]d be required for the ensuing years. VIII. Assuming 13,743 septic systems will be inspected during the interim of 252 working days per year, a 5 year program is anticipated. a. 13,743 + 5 = 2,748.5 systems per year. b. 2,746.5 2 = 1,374.3 + 252 = 5.45 inspections per day. IX. Management and Inspection Program, Phase I. 13,743.0 Circa: 1989-1990 One (1) inspector @ 5.45 per day X 252 = 1,373_4 remainder 12,364.6 1990-1991 Two (2) inspectors 10.90 per day X 252 = Zs746.8 remainder 9,622.8 1991-1992 Two (2) inspectors 10.90 per day X 252 = 2 746`8 remainder 6,876.0 1992-1993 Two (2) inspectors 10.90 per day X 252 = 2,746_8 remainder 4,129.2 Note: City of Ingram Sewerage System should be on line negating inspection of their septic systems. 1993-1994 Two (2) inspectors 10.90 per day X 252 = 2.746.8 remainder 1,382.4 1993-1994 Begin inspection of licensed septic systems during this interim period 2,746.8 1994-1995 One (1) inspector 5.49 per day X 252 = 1.382.4 Compete inspection of licensed systems remainder 0.0 1995-1996 Begin 2nd phase of management and inspection repeating phase I concept. X. Referring to the AD-HOC committee report of July 29, 1988: page 2 Licensing and Septic System Maintenance states, quote; (there are 3,700 licensed septic systems in Kerr County). This could be accomplished in a Three year program; but ali unlicensed systems were not considered in this report. XI. I am in favor of the work done by the Commissioners Court, Dr. B.L. Carlile and the AD-HOC committee. I praise them for their response to the Kerr County septic system problems. I feel an on site management program is vitally important to the people of Kerr County for clean water and quality environmental health. XII. Revenues and cost generation. I have compiled a suggested cost estimate for implementing the management - inspection operation exclusive of the present fees set up in your 1988-1989 budget. a. Suggestion for (1) one additional sanitarian and related expenses. Salary $21,120 ' 4 cyl. (Ford) leased vehicle, $500 initial outlay + $150 per month lease for 12 months $ 2,300 Vehicle operating expenses (contract 15,000 miles per year @ $.225 per mile $ 3,375 Social Security @ .751X, + workmans compensation @ .120X x $7000 $ 2,430 Page 2 Employee benefits (if applicable) .16548%, including 13% Health and Life insurance and retirement .7654% _ $ 3,495 Laboratory testing H2O, coliform count, chlorides etc. 10 samples per month @ $28 X 12 months $ 3.360 Fiscal year 1988-1989 b. Two sanitarians. Total $36,080 Fiscal year 1989-1990 $36,080 x 2 = $72,160 XIII. Suggested funding Based on 13,800 septic systems in Kerr County with an assessment of $10.00 per year as a tax base would generate $138,000 revenue per year. After inspection expenditures $101,920 remaining should cover any redesign and correction of failed systems. Monitoring of sub-stata seapage in high density housing areas could also be utilized from this funding. XIV. This information was compiled by Raymond J.W. Bien, Chairman of Wastewater Advisory Committee; as a humanitarian gesture under the auspices of the Community Action Committee, Inc.
