OUR CONTINUED EFFORT TO DEVELOP ALTERNATE ROUTE
BETWEEN LANE VALLEY AND HERMAN SONS AND TERMINATING
AT STAAKE RANCH
On this the 20th day of April 1989, upon motion made by
commissioner Ray, seconded by Commissioner Holekamp, the
Court unanimously approved Commissioner Holekamp to write a
letter to the Texas Highway Department indicating our
continued effort to develope an alternate route between Lane
Valley and Herman Sons, and terminating at Staake Ranch.

Dear Mr. Holekamp:
This project was originally estimated at $505,000.00 Kerr County has
sent the State a check for 10$ of this amount, which is $50,500.00.
The following is the estimated cost breakdown for the entire project.
The estimated total cost of the bridge and 150 ft. approaches that
have Federal participation is $281,036.00.
The total estimated cost of the 100$ County part is $55,644.00.
The total estimated cost to Kerr County is:
100$ X $ 55,644.00 = $55,644.00
20$ X $281,036.00 = 556,208.00
Total $111,852.00
Less Previous Payment $50,500.00

The County's remaining cost is approximately $61,352.00

Please send this office a letter advising the County is in agreement
with their remaining obligation of approximately $61,352.00 and will
pay upon request. It is also understood that this is only an
extension of the already existing County/State ageement for this project.
If the project goes under estimate, the County will be reimbursed the
difference. If the estimate runs over, the County will have to pay
the difference.

Agreement For Bridge Replacement or Rehabilitation Off the State
System for Elm Pass Rd. at Verde Creek between Kerr County and the
State."

There have been questions raised by other counties concerning the
limits of Federal Participation i.n the Off-System Program. The 80~
Federal, 20~ County participation is only for the costs of
engineering, bridge construction acid approach road construction for
150 ft. at each end of the bridge. Any road construction past the
150 ft. is to be 100 County funded. This is what is considered "that
portion of the cost of the project not reimbursable by the N'HWA."
In the case where an existing bridge can be replaced in the original
location, and the existing alignment (horizontal and vertical are
adequate to present design standards) the 150 ft. approaches at 80~
Federal cost participation is usually sufficient for the job.

If the bridge has to bE~ i.n r[ new location requiring longer approaches
or the alignment (horizontal or vE~riical has to be elongated to meet
design stand~~rds) then some por.ti.on of the project will require L00~
County participation.

Dear Commissioner Ray:
Underground utility locations are going to be in conflict with
the new proposed reconstruction of Elm Pass Rd. at Verde Crk.
Please inform Hill Country Telephone Cooperative of the apparent
utility conflict and make the necessary adjustments. Otherwise
this will slow the progress of the project because the project
can't go to contract letting with unadjusted utilities.

Commissioner Ray, seconded by Commissioner Baldwin, the Court
unanimously approved to hire Robert Reeves to do appraisals
of Elm Pass Road on up to six (5) parcels at $225.00 each,
short form, up to a maximum of $1350.00.
