On this the ].2th day of May 1989, Commissioner Ray made a
motion to advertise for proposals for repairing Flat Rock Dam
and Ingram Dam before we l.osr:, them. After discussion it was
derided that we qualify fnr exemption under the Local
Government Code and Commissioner Ray withdrew his motion.

On this the 12th day of May 1989, upon motion made by
Commissioner Ray, seconded by Commissioner Holekamp, the
Court unanimously approved that we proceed obtaining
proposals from the bids received in Marr_h 1988, and that the
bir] process by bypassed under Loral Government Code, Section
262.07..4, Exemptions, (1 ), (2) and (4 ), for the repair of Flat
Rock Dam and Ingram Dam.
