CORRECTION Senate Bill 412 by Senator Kent Caperton was referred to the House Committee on County .Affairs on April fi, 1989. No further action was taken by the committee or the full House. We erroneously reported in the July issue of County Progress that the bill had been signed into law. We apologize for the error. The bill pertained to the procedure to be followed in filling a vacancy on the com- missioners court. • r• Hill County Commissioners have approved the purchase of a vote- counting machine at a cost of $32,420, County officials expect tl~e device to save $5,000 to $6,000 per el- ection in personnel costs alone. • Johnson County Commissioners recently approved a $5,500 repair of the courthouse after storm damage. Hardin County Commissioners have hired the Beaumont engineering firm of Garrod and Dartez lnc. to develop plans fora $300,000 water pipeline project to improve access to runr~lrlg water and fire prevention to residents in a rural area near Silsbee. Y Franklin County Commissioners have purchased athree-ton air con- ditioning unit for the jail in order to cornply with state regulations that re- quire ajail bekept between 65 and 85 degrees Fahrenheit. The jail is 77 years old. • Harris County Commissioners re- cently purchased 20,000 bedsheets and 5,000 towels for the county jail. According to an article in the Hous- ton Post, the Harris County jail system is so crowded that more prisoners sleep on the floor in any one night than each of 12 states have in their entire penal systems. • Winkler County Commissioners have joined the City of Kermit and Loving County in purchasing amini-: purnper fire truck to be used by the Kermit Volunteer Fire Dept. • eSS~ Q FROM THE ' ~ rest ent The annual conference of The County Judges and Commissioners Association of Texas will be held in Houston on October 15,16,17,19$9.
