The pre-registration fee is for Judge Edwards and Commissioner's Morgan, Ray, Holekamp and Baldwin. The County Treasurer and the County Auditor are hereby authorized to draw a voucher on Line Item No. 10-400-485 for 5100.00 and a voucher on Line Item No. 10-401-485 for 5400.00. Both vouchers are to be made payable to V. G. Young Institute of County Government. Voung Institutaof County Government, a pert of 1heTexasAgricultural Extension Service of The Texas A&M University System, and the County Judges and Commissioners Association of Texas, will be offered on January 23-25, 1990, at the College Station Hilton and Conference Center in College Station, Texas. Tha 1990 program was planned to primarily covertheatlministrative duties end responsibilities of counryjudges and county commissioners as commissioners court members. There will be one four-hoursession of judicial training for county lutlges end one four-hoursession especially forcounly commissioners focusing onroad-related responsibilities. Following the special progrems, [he remainder of the conference will be general sessions for judges and commissioners together. Participants will learn how to bean effective court member in trensacting county business. Today, commissioners court members have 1o meet the demands of a growing population with an eroded property tax base. Money, or a lack of it, is perhaps the greatest challenge facing county leadership. Commissioners Court members team by exchanging experiences; each profits by contributing their own successful ideas, plans, methotls and policies antl then drawing from the common fund. Conferencespeekers will include experienced county officials and outstanding leaders in Texas and county government, the acatlemic world and private industry who will examine these and other developments. The conference is appropriate for officials from small, rorel, developing antl metropolitan counties alike. Program The 1990 Extension County Officials' Program far county judges and county com- missioners will be held in College Station on January 23-25, 1990 at the College Station Hilton, 801 University Drive East, neartheTexas A&M Universirycampus. The conference theme forthe 1990 program Is: "CounryGovernment In The'90's-Facing The Challenges."Working with the officers of State, West Texas, North and East Texas and South Texas County Judges and Commissioners' Associations and the new County Commissioners Education Committee, we have tleveloped an outstanding educational progrem for the 1990 Conference at A&M. Four (4) hours of continuing judicial education will be offered on Tuestlay afternoon, January 23rd from 1 AO-5:15 p~m. Topics to be atldressed include: Multiple Arraignments, The New Protective Orders, The New Commitment Procedures and Juveniles. The agentle is being developed in cooperation with the TAC Committee on Judicial Education. There will also be a special program planned especially for county commissioners on Tuesday afternoon, January 23rtl from 1:00-5:75 p.m., relating to road building end mainte- nance responsibilities. Topics to be addressed include: Marking of County Roads, floret Road Atldressing, Sign Inventory. Equipment Maintenance, Gravel Road Main- tenance, AspheltApplicetionand an address byArnold Oliver, new Engineer-Director of the State Depertmentof Highways and Public Transportation.Tha agenda is being tleveloped in cooperation with the Public Works Training Division of the Texas Engineering Extension Service. The remainder of the conference will be general sessions for both county ludges and county commissioners focusing on the administretive responsibilities of these officials as commissioners court members. There will bealegislative updatefrom the Texas Association of Counties and a report concerning the Interim Activities of the House Committee on County Affairs. There will also be a report from CoPAC. Topics and critical issues to be addressed will inclutle: County Purchasing Laws and Proce- dures, Commissioners Court Meetings and the Open Meetings Law, Ethics end the Elected OSficial, Risk Management and Tort Liability, The Criminal Justice Reform Lew, How to Help Handle the County's Money, Federal Redistricting Requirements, Sanitary Landfills and Solid Waste Management, Written County Investment Policies and a Summery of Legislative Highlights of the 77s1 Session Affecting Counties. Highlights of the 7990 Conference will include a presentation on Professionalism by rive Process." The Honorable Mark Stiles, State Representative and Chair of the House Committee On County Affairs, has been invited to address "The Future of County Govemment in Texas and Interim Charges to The House Committee on County AHaire" Printed progrema forthe conference will be mailed to county Extension agents for personal distribution to county judges and county commissioners approximately three weeks before the conference. RegfatratiOII The registretion fee for each county judge, county Commissioner or guest is $100. The fee for the special program for spouses antl guests is $25. These fees entitle registrants to atlmission to all sessions and the social programs. The commissioners courts are within the bounds of the law to pay expenses for those attending these conferences in as much as the educational conferences are designed to increase efficiency of the county offices. The Internal Revenue Code permits income tax deductions with certain limitations for educational expenses. To register, simply return the form provided, with your check for the required fees matle payable to Texas Agricultural Extension Service 82021)0. Registration will be accepted at the door, so please do not stay away if you can not pre-register. Refaads Refunds will be granted only if they are requested in writing and postmarked no later than the day before the program. Hotel Accommodatlons The site hotel is fully booked for the conference. Those who have not matle hotel reservations are encouraged to tlo so as soon as possible. Room reservations maybe matle by calling or writing to the respective hotels listed on the back. Each registrant must make theirown hotel reservations. The State Comptroller has recently ruled that local government officials and employees are no longer exempt from any part of the State Hotel Occupancy Tax. Exhibitors with State agencies should contact the V G. Voung Institute about exhibit space. All others neetl to contact Ms. Beth Whatley at the site hotel (409/693-7500). The County Judges antl Commissioners Association will host a hospitality room that will be open when the programs ere not in session. Any other hospitality rooms are discouraged. CEII Course Credit Application will be made to the Supreme Court of Texas for approval of 4HOUrs credit for mandatory continuing judicial education for county judges. Application will be matle to the Office of Continuing Education at Texas A8M University for credit for both judges antl commissioners in the administretive duties of office. County Com- missioners attending all of Tuesday's, Wednesday's and Thursday'ssessionwtll earn e total of 12 hours credit toward the mandatory i6 hour annual education requirement. AddldOIIal IafOrmatiOII The Brazos County Commissioners Court will again host a Reception antl Bar- becue atThe Brazos Center on Tuesday Evening January 23, beginning at 6:00 p. m. Following the Reception, at 6:30 p.m. plan to enjoy soma of the best barbecue in the Brazos Valley! Dress is casual or western. Personal transportation is required to the nearby Brazos Center. It is very easy to find and maps will be available at the registration desks. Afun-filled program is planned for spouses and guests who attend on Tuesday afternoon and Wednesday. On Tuesday afternoon at 1:00 p.m. buses will leave from the Hilton for a shopping spree at Historic Calvert, the "Antique Center of Texas". On Wednesday morning a program on Floral Design is planned at the Horticulture Building on the campus of Texas ABM. Following the program there will be a lunch- eon et the Memorial Student Center There will be a luncheon speaker addressing: "Everything You Ever Wanted To Know About Cholesterol But Were Afraitl To Ask".
