The Board did agree that the minimum requirements of a Fixed Base Operator, (Airport Policies and Standards, Appendix 13), paragraph III. F. Air Taxi and/or Charter Service were overly stringent and should be deleted from F.S.O. requirements as well as F.B.O. lease contracts thereby allowing the F.B.O.'s the flexibility of providing this service or not. RECOMMENDED ACTION Delete paragraph III. F. of Agpendix 13 (Full Service Fixed Based Operator) of the Airport Policies and Standards, City of Kerrville Ordinance No. 85-02, with concurrence by County Court. 30 ,\ ,~ (7) AIR TAXI SERVICE Lessees desiring to engage in Air Taxi Service must hold an F.A.A. Air Taxi Commercial Operator Certificate with ratings appropriate to the functions accomplished. I, Land Basic Requirement The leasehold shall contain twenty-thousand (20,000) square feet of land for buildings. II. Buildings Basic Requirement Lease or construct a building providing a minimw;. of two-thousand (2,000) square feet of proeerly heated and lighted space for office and customer lounge, restrooms and telephone. III. Personnel Basic Requirement One F.A.A. certificated pilot :•rho is appropriately rated to conduct air taxi service offered. The revised page of Appendix (13) "FULL SERVICE FIXED BASE OPERATOR", page A-20, is attached hereto and incorporated herein as though set forth verbatim. Terre~il ' ~~ ~ ~ City Attorney n (13) FULL SERVICE FIXED BASE OPERATOR For the purpose of defining a "Full Service Fixed Base Oper- ator" at Kerrville/Kerr County Airport, and for the purpose of providing the minimum standards for a multi-services operation, the following minimums are required: I. Land Basic Requirement The leasehold for a Full Service Fixed Base Operator shall contain forty-three thousand five hundred sixty (43,560) square feet of land to provide space for specific use area requirements established for the service to be offered. II. Buildings Basic Requirement Lease or construct a building containing twelve thousand (12,000) square feet of which at least two thousand (2,000) square feet shall be properly lighted and heated space for office, public lounge, pilot briefing room, and restroom. III. List of Services A. Aircraft fuel and oil service (Ref. Appendix - 5) B. Aircraft storage and tiedown service C. Airframe and power plant repair (Ref. Appendix - 2) D. Aircraft rental and lease service (Ref. Appen. - 3) E. Flight training (Ref. Appendix - 4 ) IV. Hours of Operation The hours of operation will be in accord with the operating schedule for the individual activity. V. Insurance Coverage The Lessee will obtain the highest single coverage in the amounts established for each type of insurance required for the specific activity.
