We have reviewed the March 1988 Airport Master Plan for Louis Schreiner
Field, which was provided by the firm of Blackwell & Associates, Inc. Our
hats are off to you for showing initiative and having the foresight to
- pursue such an endeavor without Federal Assistance.
Even though this effort is welcomed, the Master Plan is limited in that it
does not adequately provide a bases for the projections stated in the
forecasted data tables. All tables start from the year 1990 and do not
address the current year statistics.
The Federal Aviation Administration Advisory Circular 150/5070-6A (Airport
Master Plan) states that the master plan should reflect an up-to-date
assessment of what exists and what is required on the airport.
During the December 19, 1988, meeting, you stated that Rerrville would be
requesting a 1,000-foot extension to Runway 12/30 and land acquisition in
its next preapplication. At that tine, the question was asked if the
Master Plan included ~uatification for the extension and the consultant
stated it did. In our review of the Master Plan, we do not find the
implied ~ustificatioa adequate. Therefore, prior to approving an extenai.on
to the said runway we would need from your office specific documentation
which supports the need for a runway extension. We need to know the
specific type of aircraft that uses the airport or would like to use the
airport, if the runway were extended, how many annual operations these
aircraft would conduct, and the operational limitations suffered due to
unsufficient runway length.

SUMMARY STATEMENT
In accordance with the Louis Schreiner Field (Airport) Master Plan,
the Joint City-County Airport Advisory Board recommends the submission
of a pre application for federal assistance to extend Runway 12/30 an
additional 1000 feet (from 5000 feet to 6000 feet) at a cost of
$1,799,100. This request, when/if granted, will be funded 90% Federal
($1,619,190) and 10% local (179,910). City and County share may be
met by applying the cost of airport land previously acquired.
Additional land is required for the clear zone for this proposed
extension, the cost of which is included in the grant pre application.
RECOMMENDED ACTION
Approve the submission of a pre application for federal assistance to
extend Runway 12/30 1000 feet, acquire the necessary clear zone land,
relocate VASI, fencing and runway marking and authorize Mayor's
signature on same. (With concurrence.-3.-~h County Commissioner's

PREAPPLICATION DATED MARCH 29, 1989
Louis Schreiner Field presently has a primary runway, Runway
12/30, of 5,000 feet in length and 100 feet in width. The
secondary runway, Runway 02/20 is 4,050 feet in length and 60
feet in width. Runway 12/30 has 97 percent wind coverage and
Runway 02/20 has 86 percent wind coverage.
The objective of the current improvements to Louis Schreiner
Field is to provide a 6000 foot runway on Runway 12/30. This
will provide sufficient length to permit fuel loading for the
jet aircraft and additional safety for the users. These
improvements are compatible with the improvements as recommended
in the 1987 Master Plan for the airport. The grading will
include the critical grading area within the existing runway
safety area for a future instrument landing system.
These improvements have been coordinated with the fixed base
operator on the airport. The improvements are described in
detail in the following items.

DESCRIPTION:
The extension of Runway 12/30 required the purchase of 90.5406
acres of land to the southeast of the runway. This tract has
been acquired by the sponsors and partial reimbursement has been
made on a previous project. Additional land is required for the
clear zone for the proposed extension.

ITEM 2: EXTEND RUNWAY 12/30 (1000')
DESCRIPTION:
Runway 12/30 is proposed to be extended 1000 feet to the
southeast to provide a runway of 6,000 feet in length and 100
feet in width with a taxiway stub at the end.
A. Gradina•
This work includes filling the area of the extension and
grading required along the existing runway and extension
for a future Instrument Landing System.
B. Drainaae•
The drainageway across the extension area will be provided
with a reinforced concrete box structure to carry the storm
water under the runway and safety area.
C. Base Material:
Base Material will be installed in accordance with A/C
150/5320-6C and an estimated subgrade CBR of 9. The
thickness will be 12 inches.
D. Pavement•
Hot Mix Asphaltic Concrete (HMAC) pavement of 2 inch
thickness will be installed on the compacted base material.
E. Markina•
This work includes centerline striping and indentification
lettering at the end of the runway with reflective paint as
required by specifications.
