Our hats are off to you for showing initiative and having the foresight to - pursue such an endeavor without Federal Assistance. Even though this effort is welcomed, the Master Plan is limited in that it does not adequately provide a bases for the projections stated in the forecasted data tables. All tables start from the year 1990 and do not address the current year statistics. The Federal Aviation Administration Advisory Circular 150/5070-6A (Airport Master Plan) states that the master plan should reflect an up-to-date assessment of what exists and what is required on the airport. During the December 19, 1988, meeting, you stated that Rerrville would be requesting a 1,000-foot extension to Runway 12/30 and land acquisition in its next preapplication. At that tine, the question was asked if the Master Plan included ~uatification for the extension and the consultant stated it did. In our review of the Master Plan, we do not find the implied ~ustificatioa adequate. Therefore, prior to approving an extenai.on to the said runway we would need from your office specific documentation which supports the need for a runway extension. The secondary runway, Runway 02/20 is 4,050 feet in length and 60 feet in width. Runway 12/30 has 97 percent wind coverage and Runway 02/20 has 86 percent wind coverage. The objective of the current improvements to Louis Schreiner Field is to provide a 6000 foot runway on Runway 12/30. This will provide sufficient length to permit fuel loading for the jet aircraft and additional safety for the users. These improvements are compatible with the improvements as recommended in the 1987 Master Plan for the airport. The grading will include the critical grading area within the existing runway safety area for a future instrument landing system. These improvements have been coordinated with the fixed base operator on the airport. The improvements are described in detail in the following items. LOUIS SCHREINER FIELD KERRVILLE, TEXAS ITEM 1: LAND ACQUISITION DESCRIPTION: The extension of Runway 12/30 required the purchase of 90.5406 acres of land to the southeast of the runway. This tract has been acquired by the sponsors and partial reimbursement has been made on a previous project. Additional land is required for the clear zone for the proposed extension.
