JAIL, J[JVE:NLLF, URTENTION CENTER AND COllRTHOUSE SFACE On this the 2eth day of April 1989, upon motion made by Commissioner Morgan, seconded by Commissioner Ray, the Court unanimously approved to advertise for proposals from architects and/or engineers as to costs to perform a study to develop long range plans for use in expanding the jail, juvenile detention center and courthouse space. The notice is to run Wednesday, April 26th, 1989 and the deadline for receiving the proposals will be May 18th, 1989 at 5:00 o'clock P.M. in the Kerr County Judge's Office. There will be a pre-proposal conference and a tour on Thursday, May 4th, 1989 at 1:00 o'clock P.M. Go oJf for proposals from architects and/or engineers as to costs to perform a study. Such study shall focus on the most cost effective and innovative means of using the resources of the County to provide for the following: 1) Expansion of maximum security jail facility utilizing the existing jail structure to provide for current and 5 year needs and with plans for even further expansion in the future. 2) New quarters for Sheriff's Department operations including administrative, dispatch and jail operations offices with expansion over a long term being considered. Also consider possible 911 facility. 3) Construction of a misdemeanor facility of 30 beds originally, with easy expansion. 4) Construction of expandable pre-and post adjudication facility (Juvenile Detention) for juveniles (Pre 5 males - 3 females) (Post 6 males and 6 females). 5) Construction of office for Road & Bridge Arid Environmental Health Department. 6) Expansion and/qr new construction of mechanics facility 7) Additional office space 6,000 square feet. 8) Handicap Elevator 9) Expansion of Youth Exhibition Center by approximately 1,200 square feet and modernization of the Center. The County resources to be considered are: A) Existing jail facility B) Undercover parking area C) Schreiner Street yard D) Spur 100 yard E) Ag Complex and surplus land F) Additional available county land on the square and elsewhere G) Rent or purchase of outside office space 4/20/89 The study should include costs estimates for remodeling and/or new construction. Where alternative sites are available, costs for each site shall be given. Schematic drawings of basic floor plan suggestions should be included. It is to be assumed that this may be a multi-years program. However, ~~`~' ~~ the jail needs are immediate and may in some fashion dictate the time table and/or use of other properties and projects. We want to look at short range development with long range expansion alternatives in determining the most cost effective use of County resources and available funding. Kerr County shall reserve the right of refusal on all proposals.
