ORDER NO. 19281 RATIFICATION OF SALARY INCREASE FOR DAVID CAWTHON AND BUDGET AMENDMENT IN JUVENILE DETENTION CENTER On this the 18th day o£ December 1989, upon motion made by Commissioner Baldwin, seconded by Commissioner Holekamp, with Commissioner's Baldwin, Holekamp and Morgan, and Judge Edwards voting "AYE", and Commissioner Ray voting "NAY", said motion to ratify the salary increase £or David Cawthon, in the Juvenile Detention Center, granted by the Kerr County Juvenile Board, and effective December 1, 1989, was approved by a majority vote Mr. Cawthon's new salary will be 525,596.00 annually, 52,133.00 monthly and S1, 066. 50 semi-monthly. A budget amendment was approved in the same motion to transfer 53,543.84 from unexpended balance to the following line items in Juvenile Detention Center: 53,091.00 into Line Item No. 10-667-103, Supervisor; 236.47 into Line Item No. 10-667-201, FICA Expense; and, 216.37 into Line Item No. 10-667-203, Retirement. M. on November 17, 1989. Those members of the Board present were as follows: County Judge Danny R. Edwards, Chairman District Judge Steve Ables District Judge Murray Jordan Other parties present were: Simon Barris, Chief Probation Officer David Cawthon, Detention Superintendent Annette Butler, Chairman, Kerr County Juvenile Advisory Board Judge Edwards gave a brief report concerning a meeting of Novermer 16, 1989 with the Mayor of Kerrville, City Manager and representatives of the City Council, City Engineer, and Fire Department. The purpose was to discuss the status of the Detention Center as concerns deficiencies regarding life safety conditions of the Center. No action was taken as a result of the discussion. Mr. Cawthon then presented his request for a raise to bring him to the level o[ Adult Probation workers. Motion was made by Judge Jordan and seconded by Judge Ables that Mr. Cawthon's salary be increased from $21,887 to $25,596 per annum effective llecember 1, 1989. Much discussion followed with .ludgc F,dwards spcakinF against the raise, pointing out that Mr. Cawthon had received a 5% raise this year and Drat the raise is excessive. Further It placed the pos[Lion completely out of portion to county elected officials such as the Sheriff. After discussion the motion carried with Judge Ables and Jordan voting for and Judge Edwards voting against. Motion by Judge Ables, seconded by Judge Jordan to adjourn, carried unanimously.
