ORDER N0. 18524 EMERGENCY DECLARED AND THE COUNTY BUDGET AMENDED TO TRANSFER FUNDS FROM SURPLUS TO COUNTY JAIL On this the 13th day of March 1989, upon motion made by Commissioner Ray, seconded by Commissioner Morgan, with Commissioner's Ray and Morgan and County Judge Edwards voting "AYE", and Commissioner's Baldwin and Holekamp voting "NAY", said motion to declare an emergency because of efforts being made to serve warrants, coupled with the State not taking prisoners, has resulted in overcrowded conditions in the jail, particularly on weekends, has necessitated the hiring of four (4) new jailers for the County Jail which in turn necessitates an emergency transfer of $36,000.00 from Surplus, carried by a majority vote. The funds are to be transferred as follows: 529,505.00 into Line Item No. 10-512-104, Jailer Salaries 2,216.00 into Line Item No. 10-512-201, FICA Expense 2,066.00 into Line Item No. 10-512-203, Retirement 2,213.00 into Line Item No. 10-409-202, Insurance PAGE 265
