Kaiser, to hire four (4) new jailers, carried by a majority vote. 700 MAIN STREET KERRVILLE, TEXAS 78028 FRANCES KAISER SHERIFF KERB COUNTY COURTHOUSE March 13, 1989 Honorable Commissioners Court Kerr County, Texas Sirs: 512-257-0242 512-896-1133 The attached information is to justify that the Kerr County Jail is short staffed per inmate population. As you will see, in a copy of Texas Civil Statutes~attached~ under Supervision of Inmates which is highlighted. Our average Population for February was 63 inmates daily, which is full capacity. With our 8 correction officers and 4 dispatchers (communications) plus R~.Jail Administrator, Bob Brown, you can see with the required schooling, illness, emergency leave (such as funerals) vacation and having to give 2 days per week off, our comp. time that we have to give when one works over time is a farce and a vicious circle. The Jail Adms. and 2 shift supervisors (which are exempt positions) work at least 12 hours per day. I feel this is not fair, but being the concentious personnel they are, they do it, because they know the work has to be done. You will also see in this information,a list of extra curricular activities that we have to provide in the jail which takes extra man power. This does not include; moving of prisoners at least twice a week for court appearances, work programs,(daily), contact visits for attorney/ prisoner, (almost daily, sometimes 3 or 4 prisoners daily), commissary weekly for all prisoners, the booking in and out of prisoners(daily~' that are arrested and brought in to the jail which includes, fingerprinting, photographing, dressing out to be put in a cell or assisting the JP for magistrating, feeding prisoners 3 times daily, paper work which includes filing of prisoners files, keeping prisoner work program files separate, disposition of cases and finger prints have to be mailed into Austin. (this was very far behind when I took this office over). This does not include the new position I created for secretary in the jail. Her duties include but are not limited to: taking prisoner/jail phone calls, handling prisoner trust accounts, paying prisoner bills, commissary order and bills, typing for Jail Adms , filing and putting warrants in the computer, mailing warrant info. to DA's and Co. atty. 700 MAIN STREET KERRVILLE,TEXAS78028 FRANCES KAISER SHERIFF KERR COUNTY COURTHOUSE continued/2 The Texas Commission Jail Standards will be here in the next few months to inspect our facility and I would like to have the much needed jail personnel trained and in place by that time so that Kerr County can pass our inspection in a proper manner. I am asking for 4 new jailer posi£ions to start as soon as I can interview and hire them. That would be an approximate cost of $30,000.00 for the remainder of the budget. Please be prepared to conduct a fire drill, evacuation exercise and operate Life Safety equipment to include smoke detectors, ~.1'. r smoke and fume removal system and emergency illumination systems (actual movement of inmates is not required). Inspector Maurice Wood, will at the completion of the inspection inform you in writing of items/areas of non-compliance. Will you arrange for him to meet with you and representatives from the Commissioners Court at the completion of the inspection. He will go over the inspection report at that time item by item and advise all of what corrective measures can be taken. Media interviews or news releases by members of the staff of the Jail Commission are not permitted.
