L COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on July 20, 1989 at 11:50 o'clock A.M., with all members present except Bill Ray, Commissioner Precinct #2, and the Court having duly opened, the following proceedings were had: COMMISSIONERS' COURT RECESSED at 11:51 o'clock A. M. for a joint luncheon with the Kerrville City Council. COMMISSIONERS' COURT RECONVENED IN SPECIAL SESSION at 1:02 o'clock A.M. with all members present, and the following proceedings were had: ORDER N0. 18845 MOTION TO ACCEPT THE BID OF RECORD SYSTEMS INC. FOR MOVEABLE SHELVING FOR THE COUNTY LAW LIBRARY WITH $6,500 PAID IN ROUTINE BUDGET AND $3,580.00 DELAYED UNTIL NEXT BUDGET YEAR On this the 20th day of July 1989, upon motion made by Commissioner Ray, seconded by the County Judge, with Commissioner Ray and County Judge Edwards voting "AYE", and Commissioner's Baldwin, Morgan and Holekamp voting "NAY", said motion to accept the bid of Record Systems Inc. for 57,000.00 for four shelves and to purchase an additional two shelves for a total price of $10,080.00, with $6,500.00 paid in routine budget and 53,580.00 delayed until the next budget year failed two to three. County Judge Edwards left at 1:40 o'clock P. M. and Chairman Pro Tem Ray chaired the meeting. PAGE 442
