Jerri Ray and Nancy Bean, with Kerr County Extension,
addressed the Court concerning a $70,000.00 grant from the
Children's Trust Fund Council. The grant money will not
arrive until two months after the grant starts on September
1, 1989. The program will need funding during this two month
period and a request was made for the County to loan the
necessary funding until the grant money arrives, at which
time the County will be reimbursed for all monies loaned.
Mrs. Ray is to prepare a cost estimate for the month of
September and a separate estimate for the month of October
and present them to the Court, at which time a decision will
be made and the necessary funds transferred.
z The Texas Water Commission will be holding public information
meetings on proposed water right assessments and operation
budget for the Fiscal Year 1990 on three separate days in
three separate towns. Commissioner Holekamp was appointed as
Kerr County's representative to attend one of the meetings.

COMMISSIONERS' COURT RECONVENED at 3:00 o'clock P.M., and the
Court having duly opened the following proceedings were had:

Gerald Menefee, Kerr County Road Engineer, addressed the
Court on the need of closing Brinks Crossing at Center Point
River Road. The ground is soft for about two feet and has
washed away and is now a safety hazard, with an abutment and
a pier floating. Seven people from the area affected by the
closing of Brinks Crossing were present and presented a
petition with 212 signature to the Court in protest of the
closing.
They would like to see it closed on a temporary basis, to be
repaired and reopened, but not until the Court knows exactly
who is going to repair it and where the money will come from.
It was decided that Mr. Menefee would prepare a cost estimate
and a time schedule for the Court and report back. All
parties were in agreement to close Brinks Crossing for
approximately three weeks to stablize the supports, and to
budget the necessary money next year to close it for the
summer to completely rebuild the bridge.
COMMISSIONERS' COURT RECESSED at 3:30 o'clock P. M. until
Friday.
