~~ q esq. - COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on August 25, 1989 at 8:45 o'clock A.M. with County Judge Edwards, Gordon Morgan, Commissioner Precinct 1, and Bill Ray, Commissioner Precinct 2 present, and the Court having duly opened the following proceedings were had: A workshop on the Courthouse expansion was held. Glenn K. Holekamp, Commissioner Precinct 3 arrived at 8:55 A. M. H. A. Baldwin, Commissioner Precinct 4 arrived at 9:08 A. M. and left at 9:12 A. M. Judge suggested a work program building or a boot camp which could be put up in 90 to 120 days at an approximate cost of $325,000.00. The inmates would either work on county projects or other work which they find for themselves or that we find for them and pay room and board. The Sheriff of Travis County made $435,000.00 last year on this same project and the inmates there are presently working on a new jail with a contractor and paying room and board. The Judge says if we get enough land and start small we can build a Juvenile Detention Center across the fence, and consider a joint City Police - Sheriff's building and maybe add the Department of Public Safety, Emergency Medical Service, and 911 with a common disptach. The Judge stated that there will be 550,000,000.00 in grant money available in 1991 to use only to build local correctional institutions. There is also another fund available for local juvenile facilities. We need a plan to request a grant now and not then. If we get the grant it would be milk and honey and we did not get the grant no problem. If the bond issue is under $5,000,000.00 we could borrow the money, leave it in the bank to draw interest and we do not have to spend it or pay Uncle Sam. Before going out for an election on the bond issue, the Judge would like to hold at least 2 town meetings in each precinct, present the facts and let the voters decide if we need a bond issue. Commissioner Baldwin arrived at 9:47 a.m. On September 1, 1909 any juvenile picked up for public intoxication shall be placed in a Detention Center and can be held for 2 days. They must be given a hearing within that 2 days. If no detention center is available here then we must place them in another city with a detention center. San Antonio charges 580.00 a day to hold a juvenile. They must be brought back here within 2 days for a hearing and every 10 days thereafter which will involve transportation charges. PAGE 488 The workshop recessed at 10:15 A.M. and reconvened at 10:22 A. M. Bill Jonas, U.S. Marshal for the Western District of Texas addressed the Court on the jail expansion. If Kerr County chooses to build a facility large enough to carry Kerr County for 20 years, Marshal Jonas will make every effort to fill those extra beds and pay for them until they are needed by Kerr County. The Department of Justice developed guidelines and at present they pay $37.00 a day. Commissioner Morgan asked what type of prisoners Kerr County would be asked to house. Marshal Jonas said it could be anybody from higher narcotic dealers or importers to mail fraud from stealing government checks out of mailboxes. The Marshal's Office does not class the prisoner, but treats all of them as maximum security. If Kerr County should decide to build a facility, Marshal Jonas would like his inspection officer involved in the planning stage, and he will be glad to help with planning or financing if possible. Maxey & Associates and Mike Walker addressed the Court next on County Facilities Expansion. They presented 3 options to the Court. Option 3 was an off site concept with: A. Service Core consisting of food service, laundry, booking, visiting, medical screening and inmate property; B. 48 bed multi classification unit; C. 48 bed community corrections unit; D. 48 bed medium/maximum facility; and, E. Sheriff's Office's. The total cost for option 3 with a 144 bed facility will be $3,187,500.00, with a total staffing requirement of 26.6 people. Option 2 was also an off site concept with: A. Service Core consisting of food service, laundry, booking, visiting, medical screening and inmate property; B. 48 bed multi classification unit; and C. 48 bed community corrections unit. The total cost for option 2 with a 96 bed facility will be $1,424,500.00, with a total staffing requirement of 22.8 people. ORDER N0. 18930 CLAIMS AND ACCOUNTS On this the 25th day of August 1989, came on to be considered by the Court the various claims and accounts against Kerr County and the various Commissioner's Precincts, which claims and accounts were approved for payment out of General, Road & Bridge, Traffic Safety Fund, Indigent Health Care, Jury, and 216th District Probation Fund. Motion made by Commissioner Baldwin, seconded by Commissioner Holekamp, the Court unanimously approved to pay said claims and accounts, with the exception of Invoice No. 7686 in Road & Bridge to Jeffers Fencing, and Invoice No. 7747 in General to L.R.K.
