IZ5~c.3.i COMMISSIONERS' COURT CONVENED IN SPECIAL SESSION on August 29, 1989 at 10:00 A. M. with all members present, and the Court having duly opened the following proceedings were had: A workshop was held on jail expansion. The Judge asked if anyone wanted to build on the square. Commissioner Morgan replied that one of the options was to enclose the lower part of the annex and he would like further information on the possibility. The Texas Historical Commission might possibly approve the option. Mike Walker will go thru and summarize all the options presented so far, do a cost analysis on each project and present it to the Court on one sheet of paper this Friday, September 1, 1989. Court recessed at 10:20 to allow time to call Juanita Maples, with the Appraisal Office and Paula Rector, Tax Assessor-Collector, to see if they would be available to meet with the Court. Commissioners' Court reconvened at 10:45 a.m. Juanita Maples and Paula Rector are each going to do a new spreadsheet and compare them to see where the difference is. They should be able to meet with the Court Wednesday, August 30, 1989 at 9:00 a.m. Tom Modisett, Kerr County Auditor, said he would also be available at that time. The Court discussed setting a Public Hearing date for the proposed budget and when the budget would be available for the Commissioner's to review. The Judge said he was getting conflicting figures from three different sets of books. Commissioner Morgan said he was not confortable not knowing what the numbers were, how much was in reserve and where we stood. Not knowing these factors it would be hard to make a decision on what to do. The Auditor reported that all debt services were paid. The Judge said we have enough in Certificates of Obligation to pay debt services for the next year without raising taxes. PAGE 507 Commissioner Morgan said he would like the Auditor, the Treasurer, the Tax Assessor-Collector, and anyone else involved to help and to attend the budget meetings. AUGUST 30, 1989 On this the 29th day of August 1989, upon motion made by Commissioner Ray, seconded by Commissioner Holekamp, with Commissioner's Ray, Holekamp, Baldwin and Morgan voting "AYE", and Judge Edwards voting "NAY", said motion to recess until 9:00 a.m. August 30, 1989, was approved by a majority vote. COMMISSIONERS' COURT RECESSED at 11:05 o'clock A. M. COMMISSIONERS' COURT RECONVENED on August 30, 1989 at 9:07 o'clock A.M. with all members present except Bill Ray, Commissioner Precinct 2, and the Court having duly opened, the following proceedings were had: Juanita Maples, Kerr County Appraisal Office, Paula Rector, Kerr County Tax Assessor-Collector, and Tom Modisett, Kerr County Auditor, were all present. Commissioner Ray arrived at 9:10 o'clock A. M. Juanita Maples and Paula Rector explained to the Court they still had a problem, and would like to request the necessary time to work it out and hopefully would be able to get back to the court by early afternoon.
