On this the 30th day of August 1989, Commissioner Ray made the motion to set a public hearing on September 29, 1989 on the proposed operating budget of Kerr County, Texas for fiscal year, beginning October 1st, 1989. Failed for lack of a second. COMMISSIONERS' COURT RECESSED AT 9:40 A. M. COMMISSIONERS' COURT RECONVENED AT 3:20 P. M., with all members present and the Court having duly opened, the following proceedings were had: Juanita Maples addressed the Court, stating that the Tax Assessor-Collector had full responsibility on figuring the tax rate. The Appraisal District does it as a courtesy. The difference in the two tax rates was traced to a printing error on the forms from the State Property Tax Board. The ^ Auditor was also able to provide additional figures that neither the Tax Office or Appraisal Office had before. They made a disc of their calculations and gave a copy to the County Auditor, which will be available for anyone who would like to see it. The rollback rate is .2352. Paula Rector asked the Court if they would like to have the tax rate republished. Judge Edwards and Commissioner Ray said they did not see a reason for republication. ORDER N0. 18966 MOTION TO SET A PUBLIC HEARING ON SEPTEMBER 29, 1989 AT 10:00 O'CLOCK A.M. ON THE PROPOSED OPERATING BUDGET OF KERR COUNTY, TEXAS On this the 30th day of August 1989, Commissioner Ray made the motion to set a public hearing on September 29, 1989 at 10:00 o'clock A.M. on the proposed operating budget of Rerr County, Texas for fiscal year, beginning October 1st, 1989, ^ PAGE 509 and a copy filed in the County Clerk's Office before 10:00 o'clock A. M., September 19, 1989. Motion failed for lack of a second. The Court discussed charging an additional 55.00 road & bridge fee on license plates. Commissioner Holekamp stated he was against the additional fee while Commissioner Ray said he was for the fee. Commissioner Morgan said he would be for it if the fee was labeled for specific projects. A discussion was held on the County Budget for 1989-1990 and all the Commissioners said they would probably not vote for a deficit budget. Commissioner Ray said he would not vote for a tax raise or taking money from surplus. Maybe he would vote for a small tax increase if it was necessary. The Judge assured the Court he would have a copy of the budget to them by September 7th, 1989. On this the 30th day of August 1989, upon motion made by Commissioner Ray, seconded by Commissioner Morgan, with Commissioners Ray, Morgan and Holekamp, and County Judge Edwards voting "AYE", and Commissioner Baldwin voting "NAY", said motion that a public hearing be held on the proposed operating budget for Kerr County for the fiscal year, October 1st, 1989 through September 30th, 1990, pursuant to provisions of Article 689a - 11, Vernon's Texas Civil Statutes of the State of Texas, was approved by a majority vote.
