COMMISSIONERS' COURT RECONVENED IN SPECIAL SESSION on September 1, 1989 at 10:05 o'clock A. M. with all members present, and the Court having duly opened the following proceedings were had: 48 9 ~ 8.1 Mike Walker presented a preliminary final report containing a detailed analysis of options for expansion of County facilities. No action was taken on the Jail Standards Report as all of the violations have been corrected, except personnel which is being taken care of in the budget. Z Commissioner Morgan gave an insurance report. Our present insurance with TAC is going up 79`k; therefore, proposals went out to various insurance companies and we are still waiting for the replies from the companies. .3 Court Appointed Special Advocates (CASA) was discussed. CASA will provide the Courts with pre-trial reports and post-trial follow-ups in cases involving abused and neglected children. CASH will ultimately be responsible for generating its own budget needs, but may need assistance in its formative year. The Kerr County Juvenile Board would like to provide office space to CASA. Commissioner Holekamp said he would like to speak with the District Judges before making a decision. No one objected to CASA remaining in the basement office until a decision was made. ORDER N0. 18969 BUDGET AMENDMENT TO ESTABLISH LINE ITEM AND TRANSFER FUNDS IN JUVENILE PROBATION FOR DETENTION TRAINING On this the 1st day of September 1989, upon motion made by Commissioner Ray, seconded by Commissioner Baldwin, the Court unanimously approved to establish Line Item No. 10-667-487, Detention Training, and to transfer $23.06 from Line Item No. 10-667-315, Books-Dues-Subscriptions, to Line Item No. 10-667-487, Detention Training, and 53.94 from Line Item No. 10-667-331, Operating Supplies, to Line Item No. 10-667-487, Detention Training, in Juvenile Detention.
