/ P/ 3D. r COMMISSIONERS' COIJRT CONVENED IN A WORKSHOP Detention Center on Wednesday, October 4 o'clock P.M. The following were present for Danny R. Edwards, County Judge R. Gordon Morgan, Commissiotter Precinct 1 Bill Ray, Commissioner Precinct 2 Glenn Holekamp, Con¢nissioner Precinct 3 H. A. Baldwin, Commissioner Precinct 4 Keith Spenrath, City Fire Marshal Joe M. Maceiras, II, City Engineer Mike Walker, Architect Bill Maxey, Maxey & Associates The Judge opened the Commissioner Baldwin court had talked with not clear on where Detention Center, so the City Engineer and court. on the Juvenile 1989 at 4:00 the workshop: workshop and turned the chair over to Commissioner Baldwin stated that the several people and the court was still the County stood with the Juvenile he had invited the City Fire Marshal, architect Mike Walker to address the Keith Spenrath, City Fire Marshal, told the court it will have to provide two m eans of egress , install 2 hour fire walls in the courthouse hall ways, and a fire door to separate the old courthouse and the annex if the Juvenile Detention Center is to stay open past December 31, 1989. It was suggested that the Detention Center be closed off from the inside of the Courthouse and two outside stairwells be built, or one stairwell and a catwalk. Mr. Spenrath said a catwalk is not feasible and would not work and that each stairwell would have to be enclosed with a 2 hour firewall. Mike Walker reported to get the stairs and corridors up to standard plus a minimum interior work would cost approximately $150,000.00 and he did nat know i£ the State Historical Commission would approve the design. He was doubtful that they would. Joe Maceiras reported that once we started work on the Juvenile Detention Center to bring it up to standard, it was possible that the entire Courthouse would have to be brought up to the current city standards. - Mike Walker reported that as the architect of record for the building of. the Juvenile petention Center, it was a mutual agreement between the Commissioners' Court and the City Fire Marshal at that time, ,john Mann, that the Detention Center PAGF. 598 was a trial situation to see i£ it would work. Fire Marshal Mann granted a concession until such time as the court could see if it would work and if other counties would house their juveniles here. COMMISSIONERS' COURT WORKSHOP ON THE ~7UVF.NILF. DETENTION CENTER adjourned at 4:55 P.M. /9,70.2 COMMISSIONERS' COURT CONVENED IN A WORKSHOP with volunteer £ire department representatives at 7:00 P.M. on Wednesday, Octaber 4, 1989, with all officers of the court and 46 representatives from the various fire departments present. The court invited the firefighters to the workshop to decide how t.o divide 56,000.00 in county training funds. Should the money be used t.o send representatives to the firefighting course at Texas A&M University or local countywide training. A poll. was taken as to how many firemen <.ittended the training course at A&M in 1989. A total of 12 firemen attended. When asked if they could compete with A&M with the money alloted in this years budget, by having training courses here, the answer was no. It takes 24 classes for certification. The firefighters told the court they would like the money to send representatives to the A&M course. A pool of the Court was taken to see if fire districts were formed, would the County funding continue at its present level. .Judge Edwards and Commissioner Ray said yes, while Commissioner's Morgan and Holekamp's reply was a qualified yes, and Commissioner Baldwin said no. The workshop ended at 8:30 P.M.
