Mr. Steven R. Hatch, Attorney for LCRA, addressed the Court stating there were several people at the meeting from LCRA that were in a better position to answer questions concerning the project. Mr. Allen Kunze, engineer at LCRA, was introduced. He told the Court that in 1984 LCRA was looking at property for a new substation in the Kerrville South area. They found a piece of property in the Riverhill area on Hwy. 16 that suited their needs. Then LCRA sold to KPUB and KPUB said the site would not do. Mr. Bill Taylor, Manager of KPUB, said they needed a substation closer to the load. There are three lines now and they are overloaded, and they need one closer to the Riverhill Mall and the Kerrville State Hospital, which are the main sources of the load. They will install an ascetic fence, foliage and make the front of the station resemble a house. LCRA owns the land and KPUB will pay for electricity. Commissioner Holekamp ask who owns the property on Hwy. 16 close to Riverhill. Allen Kunze replied that LCRA owns the property and it will be used for a future site, with lines running from Rimrock to Riverhill; but, they will have to see if there is a big enough load in that area. Hext Mr. Skip Plangman, Chairman of the Community Action Group, Inc., addressed the Court and reported they were in opposition to the project. The CAG does realize there is no legal way that Commissioners' Court can not replat the property. Mr. Plangman said that CAG hoe met with KPUB 8 LCRA three times. At the first meeting he was told 1 mile of feedline was all that was required; but, at the last meeting he was told 3 miles of feedline was required. He waa also told there was a stipulation in the land contract that said, if the substation was not built, then LCRA does not own the property. At the last meeting he was told there was no stipulation and that LCRA owns the property. CAG believes that LCRA should use the existing transformer site on State Hwy. 16 South, known as Riverhill, which was purchased in 1985 and is cleared, graded and fenced. He also stated, that to their knowledge, no study had conclusively proved that the powerful electrical fields emanating from large voltage transmission lines do not have an adverse effect upon the health of residents whose homes are nearby. Mr. Frank Davis, representative from the engineering firm of Epeey Huston, rho prepared the environmental study for the project, stated that it ras not uncommon to have that many homes in an area of powerful electrical Fields and transmission lines. and sometimes in `~ larger cities it is a lot more. Mr. Davis also presented the Court with an aerial photograph depicting alternate transmission line routes. CAG requested that Commissioners' Court adopt a resolution requesting that LCRA & KPUH use the existing property on Hry. 16 near Riverhill for their substation. Mr. Robert Jacks, a landorner in the Rimrock area, asked Mr. Bill Taylor about the load loss it they use the Hry. 16 property, and is it not true you have load losses on all substations? Mr. Taylor replied that losses are less the closer you are to your load. Mr. Jacks then asked Mr. Allen Kunze. if you had not sold to KPUB. could you have considered Rimrock or would you have used Riverhill? Mr. Kunze replied they would have used Riverhill. Mr. Jacks stated that all of these people's biggest asset vas their home and that it would beat serve the people. if LCRA b KPUB use the Hwy. 16 property. Mr. Bob Haynes eddreaaed the Court next and stated he represented 27 houses on Catalina Court, of which Ball Drive is the entrance, located in Summerhill Estates 1 b 2. He presented the Court with a letter and a map of the area and stated he feels exactly the same as CAG.
