Mr. 0. David Graham, Professional Engineer, addressed the Court in reference to the on-site sewage disposal system to be installed on Mr. James Richter's property. David Litke contends he does not know the final fate of the water and is unable to draw a sample of water far testing. Mr. Graham says if the water is okay when it leaves the system it will be okay when it enters the ground. He says there are systems in the soil all over the place that sample water from the plants only. Mr. Litke read a letter from Dr. Carlile commending David on his grasp of the problems in Kerr County and his interpretations of his study. Mr. Litke says if the County has gone to the trouble to establish rules and regulations we should abide by them. If the system does not function, have the system upgraded at Mr. Graham's expense. If it does function then we have saved people money. Whatever method is used, either soil or water for the testing, Mr. Litlce wants good hard data. He wants all parameters covered. Final analysis was Mr. Graham will give Mr. Litke an updated revised plan of the system for the permit to construct, and they will establish a monitoring system with Mr. Litke reporting back to the Court if the system is not working.
