MEMORANDUM

SUBJECT: Refund of permit fees to Ms. Mary Youmans,
Application # 89-39
In May of 1989, Ms. Mary Youmans started to apply for a permit
as indicated by the payment of fees. A preliminary site
evaluation was performed by Jess Whitley.
No application paperwork was completed or received.
No permit to construct was issued.
A change in plans by Ms. Youman has resulted in their not
building as she originally had proposed.
Since the permit was not issued, time limits were not enacted.
Therefore, I recommend to Commissioners Court that a proration
of $70 out of the $100 for septic system and flood plain
permits be refunded.
The proration is to recover the expense of office time and the
preliminary site evaluation.

SUBJECT: Refund of fees for permit application #89-39
Dear Ms. Youmans
As we discussed on the telephone this morning, if you wish to
ask for a refund of fees, the request must be approved by the
Commissioners Court.
On May 2, 1989 you paid $110.00 in fees only $100.00 of that
may be refundable. $10.00 is collected and forwarded to the
State Onsite Wastewater Research Council.
The procedures to make a request/appeal are outlined in the
enclosed Section 3.02 of the county order. Also enclosed is
a request form for your use in documenting the required
information.
The Commissioners Court offices are located on the first
floor of the County Courthouse.
