James Richter's ro rt David Litke read a letter from Dr. Carlisle commending P Pe Y- F ~~" David on his grasp of the problems in Kerr County and his interpretations of his study. NIr. Litke contends he does not know the final fate of the water and is unable to draw a sample of water for testing. Mr. Graham says if the water is okay when it leaves the system it will be okay when it enters the ground. He says the~are systems in the soil all over the place that sample waterplants only. I visited with Mr Litke on Friday, 26 January 1990 to try to reach an agreement on tests that would hopefully satisfy requirements set forth by our last Commissioners Court hearing. A problem now exists on what would be conclusive evidence that the proposed system will meet the specified effluent treatment parameters. We need for Commissioners Court to help establish a criteria that would satisfy the requirement for conclusive test results. I appreciate this opportunity to meet and discuss this situation with you. Authorized JET Distributor - Home and Commercial - Engineering Services P O Box 1284 Boerne, Texas 78006 * 512-249-8098 9 November 1989 Revised 13 Jan 1990 ADDENDDM TO THE WASTEWATER TREATMENT SYSTEM DESIGN: FOR: Mr James Richter Lot 3, Block 3, Hills 'N Dales Subdivision Corner of Hi Top Dr. and Ridge Road Kerr County, Texas DATED: 5 November 1989 This addendum establishes the agreement between Kerr County Environmental Health Department and South Texas Wastewater Treatment, Inc. as requested by the Kerr County Commissioners Court in regular session on 6 November 1989. South Texas Wastewater shall install a chlorinator and upflow filter upgrading the Jet plant from Model J-153(Class II) to Model J-150(Class I) at the expense of South Texas Wastewater Treatment, Inc if the following tests indicate that the quality of wastewater leaving subject property does not meet the following parameters: Biochemical Oxygen Demand (BOD) - 10 mg/1 Total Suspended Solids (TSS) - 15 mg/1 Ammonium Nitrogen - 2 mg11 Total Phosphorus - 1 mg/1 Fecal Coliform - 200 FC/100 ml If the effluent sampled in the pressure dosing tank should indicate that the BOD/TSS has a mean of 20/20 ppm or less then this would be sufficient to indicate satisfactory operation of this system. Since it will probably be next to impossible to collect sufficient water samples from the soil in or near the field a correlation should be established between soil sampling and the above criteria. Before extensive effort is expended to establish this correlation [unless such a correlation has already been established in published literature or lab procedure] we recommend that tests on soil be conducted in the following manner: 1) First, establish a system to collect random soil samples at set distances in and around the field. This may be best done by cutting additional trenches at specified locations in and near the field and filling these trenches with loamy sand similar the backfil material used in the pressure dosing trenches. A comparison trench should be established a significant distance from field to be used as a calibration or reference source for samples similarly prepared. (see attached diagram for recommended soil sampling provisions) .age 2 Richter Test 9 November 1989 Revised 13 Jan 1990 2) Take soil samples initially to be used as a reference. Measure the above selected parameters. 3) Periodically take samples from random locations and have tests performed and test data analyzed. 4) We suggest that this data may indicate that the presence of the treated wastewater from the plant is causing insignificant affect on nearby soil. There is a high probability that this will be the case, that there will be no measurable build up of the elements of concern. 5) If these soil tests are made and no detectable buildup is indicated after one year then an unlimited permit to operate may be granted without further improvement of the J-153 system. 6) If there is any discrepancy then more extensive tests will be in order to in fact determine if treatment to the above standard is being exceeded. South Texas Wastewater Treatment, Inc shall bear the costs of these soil tests and any others needed to establish reasonable evidence that this system meets the high standards established by Kerr County. South Texas Wastewater Treatment, Inc. shall insure that the Kerr County Commissioners Court gets the immediate feed back on test results. Normally aerobic systems including the dosing fields do not immediately begin to refine the effluent at start up as may eventually be expected; however, we recommend beginning these tests at the end of the first month of operation and continuing for the first year. We feel that the worst case scenario will still meet or exceed the established criteria. NOTE: We recognize that water quality standards need not be attained within or near the field as recommended by these tests; however, if they are met this near to the source we can reasonably rest assured that they are met as required by Kerr County standards. Reference markers/stakes may be needed in and near field to locate significant aspects of field to allow proper testing. ADDITIONAL TESTS ADDED TO COMPLY WITH THE ADDITIONAL REQUIREMENTS IMPOSED BY A LETTER DATED 5 JAN 1990 BY N!R DAVID LITKE 1. Two monitoring wells located 10 feet from the field shall be installed designed to collect water from surface down to the first rock layer or approximately 3 ft, which ever comes first.{see attached drawing for well design. 2. "Incorporate methods to meter the amount of water usage being treated and disposed of"[item #4]. Since this home is on a water meter, we recommend using these meter readings to determine amount of water usage. age 3 Richter Test 9 November 1989 Revised 13 Jan 1990 3. "Inconclusive" must be defined before hand before hand, otherwise, if the tests do not indicate an excessive build up of pollutants mentioned above then satisfactory performance of this system must be the verdict. *We recommend that initially soil samples be tested for Fecal Coliform levels. That we further agree upon an acceptable level above which would indicate a need to improve the plant efficiency. Perhaps the next flag would be to test for the build up of nitrogen content if fertilizer is not used on or near field area. We each agree to this procedure. 0.
